Abstract:
This publication provides an overview of the key issues discussed and policy recommenda- tions proposed during the series of conferences for the project “Monitoring Ukraine’s Security Governance Challenges”. The project was implemented jointly by DCAF and the Razumkov Centre with the financial support of the Ministry of Foreign Affairs of the Netherlands. This report compiles key issues and recommendations for all 9 conference and is intended to serve as a reference point for future needs assessments, as well as for further consultations with Ukrainian and international stakeholders. The key issues are categorised thematically, rather than by conference, since certain issues were discussed in several events. Each sub-section concludes with respective policy recommendations.

Abstract:
This publication offers the Key Issues and Policy Recommendations based on the results of the Fifth International Conference “The Role of Ombuds Institutions in Security Sector Governance”. Conference Five, following to the previous conferences recommendations, sought to examine current Ukraine’s security sector governance challenges related to the role of independent oversight institutions and monitoring security sector policies and practices. Ombuds institutions play a vital role in protecting human rights in any nation. A central role is the institutions’ ability to independently aggregate data about human rights violations in order to recommend investigations and to propose changes to policies and practices.

This publication offers the proceedings of the Conference III “Governance and Reform of State Security Services: Best Practices”. Following the findings of the previous two conferences, participants elaborated current challenges related to reforms of the State Security Agencies and r ole of democratic institutions in Ukrainian Security Sector Governance. In addition to identifica- tion of the reform challenges and priorities, one of the main objectives was to propose solutions based on lessons learned and international best practices relevant to Ukrainian realities. This publication offers presentations of the key speakers and selected remarks during Q&A sessions. General assessments, conclusions and proposals are those of the participants and do not necessarily coincide with the positions of DCAF, the Razumkov Centre or the official position of the Ministry of Foreign Affairs of the Netherlands. Abstract:
This preliminary study performed by the Institute of Gender Programs and the Center for Army, Conversion and Disarmament Studies (CACDS), with financial support from DCAF, presents an analysis of the basic legislation regulating military service of women in the Armed Forces of Ukraine, the National Guard and the State Border Service. Concluding that the majority of problems faced by servicewomen during their professional career are not currently addressed by legislation, the study supplies preliminary recommendations and suggests amendments to specific legal provisions to fill relevant gaps in national legislation.

Abstract:
The events of 2014 underlined key challenges facing the oversight of the security sector in Ukraine. As a result, a series of legal amendments were initiated on a preliminary basis in order to address democratic control and security sector reform issues. Although some of the legislative gaps revealed by the current crisis have been addressed, this publication outlines the need for further measures to repair the system of civilian control over the armed forces.
