Abstract:: The severe and fast-evolving Ukraine crisis has required a great concentration of Russia’s political efforts and is having a massive impact on Russian policymaking, including in the Middle East. This region provides the best opportunity for Moscow to reassert its status as a key player in the global arena, and the deep fall of oil prices makes Russia particularly attentive to regional conflict developments. One of the main motivations for Russia is the pronounced desire to demonstrate its capacity to thwart US policy, but another is to prove its value to China as a strategic partner. Russia’s reach remains limited but it will continue to look for opportunities to make a difference.

Abstract:: The military intervention launched by Russia in Syria in September 2015 has altered the character of this protracted civil war and – quite remarkably – has both advanced and jeopardised Russia’s positions in the Middle East. This risky experiment in power projection constitutes a continuation of traditional Russian policy in this rapidly transforming region, but is also a departure from the strategy of careful manoeuvring aimed at exploiting the confusion in U.S. and European policies. Quite possibly the main drivers for this proactive move were either domestic factors or issues related to the confrontation with the West caused by Russia’s conflict with Ukraine. The present analysis, however, deals only with the Middle Eastern contexts, aims and consequences of this enterprise.

Abstract:: The wave of uprisings in the Middle East and North Africa has not only affected Russia's interests but also opens some new opportunities for strengthening Russian influence. Nevertheless, the prevalent attitude in Moscow towards these dissimilar but inter-connected crises is negative, which is caused primarily by the nature of its own corrupt quasi- democratic regime haunted by the specter of revolution. The stalled NATO intervention in Libya has re- focused the attention of the Russian leadership on the issue of sovereignty, which determines the decision to disallow any UN sanctions against Syria. Russia's position has evolved in synch with the course taken by China, and Moscow is interested in strengthening this counter- revolutionary proto-alliance by building up ties with conservative Arab regimes, including Saudi Arabia, and also by upgrading its strategic partnership with Turkey. Harvesting unexpected dividends from the turmoil in the Arab world,Russia cannot ignore the risks of a sudden explosion of a revolutionary energy – and neither can it effectively hedge against such a risk.
