1. Complex security and strategic latency: the UK Strategic Defence and Security Review 2015

Abstract:
Whichever party or parties form the next UK government, a Strategic Defence and Security Review (SDSR) is expected to begin soon after the general election in May. The review might be a 'light touch' exercise—little more than a reaffirmation of the SDSR produced by the coalition government in 2010. It seems more likely, however, that the review will be a lengthier, more deliberate exercise and one which might even last into 2016. For those most closely engaged in the process the challenge is more complex than that confronted by their predecessors in 2010. The international security context is more confused and contradictory; the UK's financial predicament is still grave; security threats and challenges will emerge that cannot be ignored; the population's appetite for foreign military engagement appears nevertheless to be restricted; and prevailing conditions suggest that the risk-based approach to national strategy might be proving difficult to sustain. Two key questions should be asked of the review. First, in the light of recent military experiences, what is the purpose of the United Kingdom's armed forces? Second, will SDSR 2015–16 sustain the risk-based approach to national strategy set out in 2010, and if so how convincingly? Beginning with a review of the background against which SDSR 2015–16 will be prepared, this article examines both enduring and immediate challenges to the national strategic process in the United Kingdom and concludes by arguing for strategic latency as a conceptual device which can complement, if not reinvigorate, the risk-based approach to national strategy and defence.

2. Smart muddling through: rethinking UK national strategy beyond Afghanistan

When the Conservative–Liberal Democrat coalition was formed in May 2010 it was confronted with a Ministry of Defence (MoD) in crisis, with armed forces committed to intensive combat operations in Afghanistan and with an unenviable financial situation. Yet within five months the coalition government had published a new National Security Strategy (NSS—the third in three years), a new Strategic Defence and Security Review (SDSR) and a spending review. Among the United Kingdom's allies, France and Australia had prepared their defence white papers of 2008 and 2009 respectively in the context of a more benign global economic environment, while the United States used its national security policy of 2010 to provide a strategic overview without setting out in much detail what it would require of the relevant departments. The UK was effectively, therefore, the first western state to undertake a complete defence and security review in the 'age of austerity'. To add to the challenge, the coalition recognized that there were also problems within its own machinery of government, and came up with some novel solutions. In a radical step, it decided that national security would henceforth be overseen by a new National Security Council (NSC) chaired by the Prime Minister. A National Security Advisor—a new appointment in UK government—would lead Cabinet Office support to the NSC and the review process. The novelty of these arrangements raised questions about whether a more established system might be required to manage such a major review of UK national security. Nevertheless, the strategy review proceeded apace.

3. Dr Fox and the Philosopher's Stone: the alchemy of national defence in the age of austerity

The history of British defence reviews has been one of repeated disappointment: a cycle in which policy failure is followed by a period of inertia, giving way to an attempt at a new policy framework which is then misimplemented by the defence leadership. Each failed defence review therefore sows the seeds of its successor. With this in mind, in 2010 the new coalition government embarked upon an altogether more ambitious exercise: a strategy review comprising a National Security Strategy and a Strategic Defence and Security Review. This article suggests, nevertheless, not only that the 2010 strategy review looks likely to follow past performance, but also that it is coming unstuck at an unprecedented rate. This is a pity since the 2010 review had much to commend it, not least the adoption of a risk-based approach to security and defence policy-making. What is the explanation for this outcome? Is it that the British have, as some have suggested, lost the ability to 'do strategy', if ever they had it? The authors offer a more nuanced understanding of the policy process and argue that the coalition government in fact has a very clear and deliberate strategy—that of national economic recovery. Yet the coalition government cannot allow national defence and security to fail. The authors conclude with an assessment of the options open to the defence leadership as they seek to address the failing 2010 strategy review and suggest a variety of indicators which will demonstrate the intent and seriousness of the political, official and military leadership of the Ministry of Defence.

Abstract:
Cyberspace and the National Security of the United Kingdom provides a general overview of the problem of cybersecurity. The aim of the report is to inform debate and to make the case for a more coherent, comprehensive and anticipatory policy response, both nationally and internationally. In every area, society is becoming increasingly dependent upon information and communications technology (ICT). With dependency come exposure and vulnerability to misuse, criminality and even attack. Criminals and extremists are able to take advantage of the same 'global technological commons' upon which society is becoming so dependent. Cybersecurity has become a fast-moving and complex security challenge, one which requires a coordinated, agile and mutually reinforcing response from all those who benefit from the global ICT infrastructure.

5. The UK Contribution to the G8 Global Partnership Against the Spread of Weapons of Mass Destruction, 2002-06

The G8 Global Partnership Against the Spread of Weapons and Materials of Mass Destruction was established at the G8 summit meeting in Kananaskis, Canada in June 2002. The Kananaskis summit produced a new prescription for international cooperation in non-proliferation. The 'ten plus ten over ten' formula was intended to provide the means for tighter control over chemical, biological, radiological and nuclear (CBRN) weapons and materials, initially in Russia and then elsewhere, and particularly to prevent terrorist acquisition of such devices and technologies. In the founding document of the Global Partnership, the 'Statement by G8 Leaders', the following were listed as 'among our priority concerns': the destruction of chemical weapons; the dismantlement of decommissioned nuclear submarines; the disposal of fissile materials; and finding alternative employment for former weapons scientists. The UK government had been contributing to work in this field for several years before Kananaskis, and has been a leading participant in the G8 Global Partnership since its inception.
