Abstract:
The Covid-19 pandemic presents an unparalleled challenge to the peace and prosperity of South Asia, home to one-fourth of the world population. Aside from the immediate health crisis, the pandemic also threatens to undo decades of economic development in the region and destabilize it socially and politically. It is imperative that India take on the leadership role in the region during this time of crisis. As the largest nation in South Asia, it needs to assume the responsibility of assisting its neighbourhood in combating the pandemic and getting on the path of a sustained recovery. This report, from the International Relations team at the Centre for Policy Research, offers a multi-sectoral action plan for India’s Covid-19 diplomacy in the region, covering critical areas of health, food security, ecology, trade and finance. Focusing on the immediate problems as well as long-term challenges, the report envisions a prosperous South Asia, with India as its engine of recovery.

Abstract:
India’s transition from being a recipient of aid to a donor makes for a feel-good story. The policy brief questions this rose-tinted rhetoric and argues that there is an urgent need to map and systematise the diversity of India’s engagement as an actor in this evolving space. What sort of normative choices and tensions are these likely to present for Indian diplomacy? At the end of the day, many of these issues will be fundamentally linked to how India perceives its role in the region and the world at large and how it chooses to engage with questions of benefit sharing, trade-offs and the allocation of risks and burdens. Outlining its development priorities and bringing greater clarity to conceptualising what foreign aid with Indian characteristics constitutes should be the first order of business that India needs to attend to, if it wants to stay ahead of the (lending) curve.

Abstract:
China’s One Belt One Road Initiative has virtually been a lightning rod for divisive debate and a polarised narrative since it was announced in 2013. For India, it has been the proverbial elephant in the room, as it awkwardly swings between willful pretence and wishful erasure. The policy brief looks at the clues this initiative could offer on the likely drivers of China’s economic diplomacy in the region. There could be three signals for India to watch out for. A clear pointer is the growing role of domestic determinants in setting the direction and pace of China’s regional economic engagement. Another pointer could be China’s role in shaping and defining Asia’s new institutional financial architecture. Lastly, the initiative could be a signal of how China is likely to engage with the larger questions of benefit sharing, trade-offs and the allocation of risks and burdens in subregional Asia.
