Abstract:
Important questions are being raised about whether blockchain technologies can contribute to solving governance challenges in the mining, oil and gas sectors. This report seeks to begin addressing such questions, with particular reference to current blockchain applications and transparency efforts in the extractive sector. It summarizes analysis by The Governance Lab (GovLab) at the New York University Tandon School of Engineering and the Natural Resource Governance Institute (NRGI). The study focused in particular on three activity areas: licensing and contracting, corporate registers and beneficial ownership, and commodity trading and supply chains.

Abstract:
This report explores common resource governance successes and challenges in sub-Saharan Africa, taking advantage of the rich dataset and wealth of evidence documentation provided by the Resource Governance Index. While the authors detect common trends across the region, there is also great diversity between and within countries. It also documents examples of good practices from which officials in other countries can learn. The authors conclude with the suggestion that policymakers, parliamentarians, civil society, media and regional institutions focus more on narrowing the implementation gap, which will help to restore trust between government, communities and investors and thus strengthen sustainable management of natural resources. Creating space for public debate, strengthening capacity of public institutions and oversight actors, addressing lack of political will and learning from past legal reforms are possible solutions to address the implementation gap.

Abstract:
The National Oil Company Database helps fill a significant gap in knowledge of the global economy. National oil companies (NOCs) produce approximately 55 percent of the world’s oil and gas, pumping out an estimated 85 million barrels of oil equivalent per day. The World Bank has estimated that they control up to 90 percent of global oil and gas reserves, thereby serving as gatekeepers for international oil companies’ access to hydrocarbons. Within their home countries, NOCs influence the degree to which billions of people benefit—or suffer—as a result of their countries’ hydrocarbon wealth. Many of these companies manage multi-billion-dollar portfolios of public assets, execute complex projects across their territories and at sea, employ citizens in the tens or hundreds of thousands, and perform a range of public services from providing energy to building infrastructure.

4. Ukraine Legislates Extractives Sector Transparency and Accountability

Abstract:
In September 2018, Ukraine passed milestone legislation setting out principles for the collection, disclosure and dissemination of extractive industry data. The law mandates project-level payments and beneficial ownership data disclosure. It also mandates the release of “material” elements of extractive industry-related contracts. The law was bolstered by a government-approved reform action plan, incorporating measures proposed by a Ukrainian civil society organization with NRGI support. DiXi Group contributed to data on Ukraine in the Resource Governance Index, and the organization’s experience informed an important public debate in the parliament’s energy committee. This is the beginning of an era of transparency and accountability in Ukraine. NRGI will continue to provide assistance so that the laws and roadmap are implemented.

A central challenge of Tunisia’s transition out of dictatorship has been finding a way to implement democratic reforms in a country where citizens place little trust in the volatile, post-authoritarian institutions. One pre-requisite for trust is dialogue; if civil society actors don’t have a forum for exchange with the government, they can’t be heard, and trust remains elusive. Social tensions (sometimes manifesting as protests) are high in Tunisia, and the government’s responses have been mostly ineffective.

Despite the critical relevance of natural resources to millions of peoples’ lives, most citizens of resource-rich countries have limited knowledge about how resources are governed. To address this knowledge gap, the Natural Resource Governance Institute (NRGI) developed two online training tools aimed at generating critical awareness and building technical knowledge about core resource governance issues. The first tool is a massive open online course (MOOC), “Natural Resources for Sustainable Development: The Fundamentals of Oil, Gas and Mining Governance.” The second is an online simulation called “Petronia,” named for an imaginary oil-rich country.

This report presents the key findings and core messages of the 2017 Resource Governance Index. The index measures the quality of resource governance in 81 countries that together produce 82 percent of the world’s oil, 78 percent of its gas and a significant proportion of minerals, including 72 percent of all copper. It is the product of 89 country assessments (eight countries were assessed in two sectors), compiled by 150 researchers, using almost 10,000 supporting documents to answer 149 questions
