Egypt\'s Muslim Brotherhood stands on the brink of an impressive electoral victory. After several months of suggesting it would check its own electoral ambitions, the Brotherhood plunged into politics with unprecedented enthusiasm, focusing all of its energies and impressive organizational heft on the parliamentary vote. Now, with the electoral list of its political arm, the Freedom and Justice Party, likely to gain close to (and maybe even more than) half the seats and perhaps cabinet positions as well, the movement is entering uncharted waters.

All political forces in Egypt seem to agree: The country's premier religious institution, al-Azhar, must be made more independent from the regime. But that agreement is deeply misleading; it masks a struggle within al-Azhar and among leading political forces over its role in Egyptian society. Part mosque, part university, part center of religious research and knowledge, al-Azhar is perhaps the central—and certainly the most prestigious—element in the state-religion complex in Egypt.

Abstract:
The Muslim Brotherhood, the dynamic Islamist movement that has tried to navigate Egypt's semi-authoritarian system for over six decades, is facing a shrinking political space. For most of the past decade, the Brotherhood has expanded its political role, increasing from 17 to 88 members of Egypt's 620-member People's Assembly. Its success has brought increasing repression from the government. A range of measures have limited the Brotherhood's effective-ness in the People's Assembly, preventing it from forming a political party. This environment has led the movement to prioritize internal solidarity over parliamentary activities and refocus efforts on its traditional educational, religious, and social agenda. While the Brotherhood is unlikely to renounce politics altogether, the movement's center of gravity is shifting toward those who regard it as distracting, divisive, and even self-defeating.

Abstract:
The international effort to achieve a two-state solution to the Israeli–Palestinian conflict has come to a dead end, at least for the present. Things can—and might well—get worse unless the United States and other outside actors couple a realistic view of the present with a serious effort to push for a more promising future. The first step in a new diplomatic approach must be to establish a cease-fire that builds on the common interest of both Israel and Hamas to avoid fighting in the short term. A new cease-fire should be clear and perhaps even written; mediators (whether Arab or European) must be willing to make an agreement more attractive to both sides to sustain (Hamas can be enticed by some opening of the border with Egypt; Israel will demand serious efforts against the supply of arms to Hamas). The second step must be an armistice that would offer each side what they crave for the present—Israel would get quiet and a limit on arms to Hamas; Palestinians would get open borders, a freeze on settlements, and an opportunity to rebuild their shattered institutions. Such an armistice must go beyond a one-year cease-fire to become something sustainable for at least five to ten years. Finally, the calm provided by the armistice must be used to rebuild Palestinian institutions and force Palestinians and Israelis to confront rather than avoid the choices before them.

Recent election results in several Arab countries have transformed formerly theoretical questions into pressing policy concerns: Can Islamist political parties operate within the boundaries of a democratic system? Will participation breed moderation? Strong showings by Hizbollah in Lebanon and by the Muslim Brotherhood in Egypt have made these questions seem less speculative. And the victory of Hamas in the first election it contested has made the questions impossible to avoid.

Abstract:
In today's Arab world, Islamists have assumed the role once played by national liberation movements and leftist parties. They are the mass movements of the twenty-first century. They are well embedded in the social fabric, understand the importance of good organization, and are thus able to mobilize considerable constituencies. Their ideology prescribes a simple solution to the persistent crises of contemporary Arab societies—a return to the fundamentals, or true spirit, of Islam. Indeed, “Islam is the solution” has been the longtime slogan of Egypt's Muslim Brotherhood. Like all successful movements, Islamists have been able to distill a long, complex philosophical tradition into simple slogans that have quickly supplanted the Pan-Arabism and socialism that dominated the region until the 1970s. As a result, in most countries Islamists represent the only viable opposition forces to existing undemocratic regimes.
