1. Using Taxation to Fund Military Spending

Abstract:
World military expenditure is on the rise. To fund their increases in military spending, options available to governments include tax, debt or revenue from natural resources. Each form of financing has its consequences, economic, political or social. Tax is the prevalent source of finance for governments. The use of tax, and the choice among different types of tax, can have an impact on income inequality and economic growth, among other things. However, no scholarly attention has yet been paid to the use of taxation to fund military spending. Using statistical analysis combined with in-depth case studies sheds light on this use of taxation. The findings—based on data for 100 countries between 1990 and 2020 and reinforced by detailed case studies on Burundi and Ukraine—show that countries in conflict tend to resort to indirect taxation to fund military expenditure. This is particularly true for low-income countries and for countries with an autocratic regime. This association can be consequential, considering the accumulated evidence on the impacts of indirect taxation on income inequality.

Abstract:
World military expenditure in 2020 is estimated to have been $1981 billion, the highest level since 1988—the earliest year for which SIPRI has a consistent estimate for total global military spending. World military expenditure in 2020 was 2.6 per cent higher in real terms than in 2019 and 9.3 per cent higher than in 2011. The global military burden—world military expenditure as a share of global gross domestic product—rose by 0.2 percentage points in 2020, to 2.4 per cent. This increase was largely due to the fact that most countries in the world experienced severe economic downturns in 2020 related to the Covid-19 pandemic, while military expenditure continued to rise overall. This Fact Sheet highlights the regional and national military expenditure data for 2020 and trends over the decade 2011–20. The data is from the updated open-access SIPRI Military Expenditure Database, which provides military spending data by country for the years 1949–2020.

3. A New Estimate of China’s Military Expenditure

Abstract:
China publishes a national defence budget each year. In 2019 it reached 1.2 trillion yuan (US$175 billion). However, this figure does not account for all of China’s military spending. To provide a more accurate representation of China’s spending, SIPRI’s estimate—based on an analysis made in 1999—includes other items in addition to the official defence budget. Given China’s accelerating military modernization and reforms in recent years, the existing estimate of China’s military spending deserves a reassessment. This SIPRI report provides a comprehensive new analysis of the financial resources China dedicates to military purposes. Using publicly available sources in both English and Chinese, the report presents a new estimate of Chinese military expenditure. The new estimate—1660 billion yuan ($240 billion) in 2019—is around 142 billion yuan ($21 billion) less than the old SIPRI estimate. Although the new approach to estimating Chinese military expenditure improves on the old method, limited public transparency in budgeting on specific categories is still a cause of concern. Future research should focus on publicly available Chinese-language sources as there is still scope to improve the precision of the new estimate.

4. Estimating the Arms Sales of Chinese Companies

Abstract:
Quantitative research on the finances of the Chinese arms industry has been limited by the scarcity of available data. A scoping study to estimate the financial value of the arms sales of companies in the Chinese arms industry—using a new methodology—found information on four companies: the Aviation Industry Corporation of China (AVIC), the China Electronics Technology Group Corporation (CETC), the China South Industries Group Corporation (CSGC) and the China North Industries Group Corporation (NORINCO). These four companies cover three main sectors of conventional arms production: aircraft, electronics and land systems. The estimates suggest that China is the second-largest arms producer in the world, behind the United States and ahead of Russia. All four of the profiled companies would be ranked among the 20 largest arms-producing and military services companies globally in 2017, with three—AVIC, NORINCO and CETC—in the top 10. The new methodology improves the understanding of the structure, size and evolution of the global arms industry.

5. Military Spending and Official Development Assistance in Recipient States: Is there a Relationship?

Abstract:
Official development assistance (ODA) plays an important and complementary role in promoting development in low- and middle-income states. Previous research in the literature has shown that ODA can have unintended con­sequences by enabling recipient states to shift ‘freed-up’ resources away from activities now funded by ODA to other spending categories. This literature has argued that the ‘freed-up’ resources could be funding military spending. This SIPRI Insights on Peace and Security queries these con­clusions and contributes to the debate by placing the relation­ship between ODA and military spending in context. The results show that, for low-income states, armed conflict is a major explanatory factor in determin­ing the positive association between increases in ODA and increases in military spending. While the existence of armed conflict drives both higher military spending and the need for higher levels of ODA, peace helps to lower military spending and states’ reliance on external aid.

Arms companies have a presence that reaches far beyond the countries in which they are headquartered. This is the result of the international­ization of the arms industry. This paper uses a new data set to examine the results of this internationalization in terms of the international presence of major arms companies. It presents a mapping comprising 400 foreign entities linked to the world’s largest arms companies. The mapping shows that the international presence of major arms companies continues to be influenced by geopolitical divisions and ties, and generally mirrors the geographical locations of the world’s biggest arms import markets. It also reveals that the international presence of major Chinese arms companies and the one Russian company included in the study remains limited. Appendix A lists the 25 largest arms-producing and military services companies in the world, ranked by their arms sales in 2019.
