2. Time to Seal the Israel-Turkey Deal

- Turkey and Israel face a unique opportunity: to reconcile after five years of stagnant bilateral relations. We, leaders of Israeli and Turkish think tanks that have been working together since 2012 to support the mending of Israel-Turkey relations, welcome this development and call on the leaders of both countries to seize this opportunity. In mid-December, officials from both countries met in Switzerland in order to finalize principles for an eventual agreement to normalize ties. Reports confirm that an outline and framework for the reconciliation agreement has indeed been reached, although some important issues – such as the blockade on the Gaza Strip – are still unresolved. Israel and Turkey came close to sealing a reconciliation deal on several occasions since the 2010 Mavi Marmara incident, most recently in the spring of 2014. However, while diplomats managed to find formulas that would overcome the differences between the countries, political leadership in Ankara and Jerusalem was hesitant to put the agreement into practice. This time around, there seems to be a convergence of economic and geostrategic interests, as well as political will on both sides.

- Abstract:
- Presidents Nikos Anastasiades and Mustafa Akinci paved the way to rekindle the resolution process which had gone amiss on the Island over the years. Despite their inherent different political ideologies, both men were convinced of the potency of settlement; as such they worked in preparation of their societies towards the resolution. The public opinion polls conducted on the Island captures an important detail; thus, a considerable majority of the Turkish Cypriot society is unready for the eventual settlement of the Cyprus question irrespective of their leaders’ goodwill. There are two main issues essential for a concrete future resolution plan-‘security and property’. Views on the protection of the bicommunality and other expectations are equally important alongside other issues that were mentioned by the Turkish Cypriots that we conducted interviews with. The concerns raised essentially focus on the security issue. The Turkish Cypriots’ desire to live in security both politically and economically post-unification.

- Benjamin Netanyahu, who was heading the last two governments, won the Israeli elections held in 17 March 20151 . Despite all the predictions and evaluations made until election day showing Netanyahu in the second row, and despite the victory speeches made by other party leaders at election night, with the announcement of the official results in the morning of March 18th Netanyahu’s victory was definite.

- Abstract:
- The 26th Arab League Summit, held in Sharm el-Sheikh, Egypt, came amidst a series of divisive crises in the Middle East and North African region: in Yemen, a Saudi Arabian-led coalition initiated a campaign of airstrikes to counter the advance of the Houthi rebellion; in Libya, a multiparty civil war continues between rival governments and Islamist-oriented groups; in Syria, the civil war enters its fifth year, prolonging the conflict and adding more parties; and in Iraq, the government leads an offensive against the Islamic State in Iraq and Syria (ISIS), to regain territory which was seized by the group in the Summer of 2014. Meanwhile, Iran also has an alleged role in the crises in Yemen, Iraq, and Syria, which was referenced during the Summit. In addition to these issues, the agenda of the Arab League Summit also aimed to monitor the implementation of past recommendations, express support for Palestine and Somalia, and discuss ways to combat extremist groups.
