Abstract:
From civil strife in Syria to the war in Yemen to US-Iran tensions, Shi'a groups are emerging as major players on the geopolitical landscape. The 200 million Shi'as around the world comprise 15–20 percent of all Muslims, yet little is understood about their culture, historical legacy, and political dynamics. Shi’as are the majority sect in Iran, Iraq, Azerbaijan, and Bahrain, and comprise substantial minority groups in Africa, South and Central Asia, and countries throughout the Middle East. Last fall, the Weatherhead Center launched the Project on Shi’ism and Global Affairs to support advanced research on the diverse manifestations of Shi’ism, and to encourage rigorous scholarship on the political dynamics of its role in the Middle East. The project supports scholarship that increases understanding of the intersection between religion and politics in Islam by engaging political scientists, historians, policy makers, religious leaders, and other specializations at the WCFIA. It was a busy first year, replete with talks on important events in Islamic history, the geopolitics of Iraq, the US-Iran confrontation, and more. The project launched the online platform Visions, which offers advanced commentary on all aspects of Shi’a thought, politics, and society. Additionally, project members have travelled to Baghdad and Erbil in Iraq for field work and academic conferences, as well as to the United Kingdom to present research and conduct outreach. Team members have also travelled to various cities across the United States to give presentations and interactive workshops—including to Muslim-American communities in Dearborn, Michigan (home to the largest Arab-American population in North America) and Orlando, Florida—on the topic of religious pluralism, youth activism, Islamic thought, and civil society. Directed by Payam Mohseni, lecturer at Harvard University, the project is funded in part by a grant from the Henry Luce Foundation. We asked Payam Mohseni and project chairs Melani Cammett and Ali Asani about the motivations behind the Project on Shi’ism and Global Affairs.

2. Striking a Balance: Straight Talk on the Global Economy

Abstract:
or more than two decades, economist Dani Rodrik has warned about the dangers of what he has called “hyperglobalization.” He has long argued that national economies and domestic policies should have priority amidst a rising tide of unfettered globalization and open markets. Today we have some evidence that he was right. Our race toward “one world economy” has produced consequences in the form of global social inequality and populist or extremist political movements, for example. Rodrik envisions a way to keep bringing down trade barriers while maintaining the integrity of the nation-state. His latest book, Straight Talk on Trade, is a synthesis of his monthly columns for Project Syndicate, and functions as a roadmap of Rodrik’s prolific analyses. The Weatherhead Center spoke to him about his long view on world economies.

3. The Complex Ties between Poverty and Exclusion

Abstract:
To what extent does poverty contribute to social exclusion? How can the exclusion of particular groups be reduced? These were just two of the questions scholars addressed at the Social Inclusion and Poverty Eradication Workshop on November 17–18, 2016, a two-day event co-sponsored by the Weatherhead Center for International Affairs, the Center for European Studies, and the Comparative Research Programme on Poverty (CROP). The conference was convened by Weatherhead Center Director Michèle Lamont, Robert I. Goldman Professor of European Studies and professor of sociology and of African and African American studies at Harvard University; and Hilary Silver, professor of sociology and urban studies and professor of public policy at Brown University. Though the related challenges of poverty and exclusion have been exhaustively studied individually, their mutual interplay, in their socioeconomic and historical contexts, have rarely been mapped in a nuanced way. As Lamont and Silver emphasized in their remarks, only by subtle analysis of these interactions can responsive strategies be designed to alleviate the impacts of either factor. Lamont addressed the theme of intersection by calling for the reintroduction of the concept of “culture” into the study of poverty and social exclusion. Supporting this frame, keynote speaker Vijayendra Rao, lead economist for the World Bank’s Development Research Group, emphasized working within a local culture to help citizens arrive at their own solutions for more social engagement.

4. From Rome to Rwanda: The Centuries-Long Effort to Define Civil War

If you live in a developed country, you are among those enjoying the “Long Peace,” a period marked by the absence of large scale interstate war since the end of 1945. It is the longest period of such calm in modern history. During this same time period, however, the world’s pockets of conflict have moved away from the frontiers and turned, instead, inward. “The Long Peace stands under a dark shadow—the shadow of civil war,” writes Harvard historian and Weatherhead Center Faculty Associate David Armitage, whose new book, Civil Wars: A History in Ideas tracks the evolution of human understanding of civil war over two millennia.

5. A Life in the Margins: Understanding the Roma Experience

Abstract:
In one of the popular Madeline children’s stories, the well-known redheaded French schoolgirl runs away with her friend Pepito to join a caravan of Gypsies who train them to perform in their traveling circus. At first they are thrilled not to have to go to school or brush their teeth. But when they become homesick, the Gypsy mother sews them into a lion costume, effectively kidnapping them. Of course it ends well, with a rescued Madeline exchanging farewells with the affectionate Gypsy mother and children and returning to boarding school. Is this a harmless children’s adventure story or does it perpetuate an enduring stereotype of criminality and indifference among a little-understood ethnic group? The educational crisis of Romani children (pejoratively referenced as “Gypsies”) is just one of many research topics spearheaded by a faculty team from the François-Xavier Bagnoud (FXB) Center on Health and Human Rights at Harvard. Ask an American if they know someone of Roma heritage, and they will likely draw a blank. But mention the word “Gypsy” and a flood of associations will come to mind, especially from childhood.

6. The Lines We Draw Between Us

Abstract:
To read Charles Maier’s latest book, Once Within Borders: Territories of Power, Wealth, and Belonging Since 1500, is to take a bird’s-eye-view journey through five centuries of geopolitical history, to witness how societies have regarded and apportioned space on our planet. As concepts of boundaries and territories are being reconceptualized in the twenty-first century, the notion of what it means to be part of a particular society takes on new dimensions. For most of us, traditional concepts of nation, state, and territory remain deeply ingrained in our sense of self and belonging. In his book, Maier takes readers on a meditative journey through the “fitful evolution of territorial organization,” and reflects on how science and technology have expanded our conceptualization of space, authority, and sovereignty. Once Within Borders invites us to step back and consider the many ways in which human societies have claimed borders and territories to consolidate power, wealth, and group affiliation—and how those borders have shaped our consciousness through time. The Weatherhead Center engaged Charles Maier, Leverett Saltonstall Professor of History at Harvard University, in a discussion about the value of borders in today’s networked world.
