1. Technological Push and Pull Factors of Bilateral Migration

Abstract:
This paper explores the complex interplay between technology adoption, specifically robotisation and digitalisation, and international migration within the EU and other advanced economies, including Australia, the UK, Japan, Norway and the US, over the period 2001-2019. Utilising a gravity model approach grounded in neoclassical migration theory, the study analyses how technological advancements influence migration flows. It examines two key technological variables: the extent of digitalisation, represented by ICT capital per person employed, and the adoption of industrial robots, measured by the stock of robots per thousand workers. The research uniquely integrates these technological factors into migration analysis, considering both push and pull effects. Additionally, it accounts for various other migration determinants such as macroeconomic conditions, demography and policy factors. The findings reveal insightful dynamics about the relationships between technological progress, labour market conditions and migration patterns, contributing significantly to the current literature and informing future migration policies and the impact of technology adoption.

2. Employment Effects of Offshoring, Technological Change and Migration in a Group of Western European Economies: Impact on Different Occupations

Abstract:
This paper estimates conditional demand models to examine the impact of offshoring, technological change, and migration on the labour demand of native workers differentiated by four different types of occupational groups: managers/professionals, clerical workers, craft (skilled) workers and manual workers. The analysis is conducted for an unbalanced panel of five economies Austria, Belgium, France, Spain, and Switzerland covering the period 2005-2018. Our results point to important and occupation-specific effects: offshoring seems to have beneficial employment effects for native craft workers in this set of economies, while negative effects for native manual workers across a wide set of industries (including manufacturing and services industries) and managers/professionals in manufacturing. Furthermore, there are important distinctions whether offshoring occurs in other advanced economies, in the EU13 or in developing countries. The analysis of the impact of technological change shows the strong positive impact which the additional IT equipment has on most occupational groups of native workers (with the exception of manual workers), while robotisation in manufacturing showed strongly negative impacts on the employment of all groups of workers and especially of craft workers. Increasing immigrant shares in the work forces showed strongly negative impacts on native workers – however, considering only the partial substitution effects and not including the potential for productivity and demand effects – and this is mostly accounted for by immigration from low- to medium-income source countries.

Abstract:
The South-North migration corridor, i.e. migration flows to the EU from Africa, the Middle East and EU neighbouring countries in the East, have overtaken the East-West migration corridor, i.e. migration flows from Central and East European countries to the EU15 and the European Free Trade Association (EFTA). This is likely to dominate migration flows into the EU+EFTA over the coming decades. This paper applies a gravity modelling approach to analyse patterns and drivers of the South-North migration corridor over the period 1995-2020 and explores bilateral mobility patterns from 75 sending countries in Africa, the Middle East and other EU neighbours to the EU28 and EFTA countries. The study finds that income gaps, diverging demographic trends, institutional and governance features and persisting political instability, but also higher climate risks in the neighbouring regions of the EU, are fuelling migration flows along the South-North corridor and will most likely continue to do so.

4. Various Domains of Integration of Refugees and their Interrelationships: A Study of Recent Refugee Inflows in Austria

Abstract:
This paper addresses the complexity of, and the interrelationships between, two important aspects of integration of refugees in Austria, namely labour market integration and social integration. While labour market integration is captured in terms of being employed as compared to being unemployed or inactive, social integration distinguishes between social networks and their ethnic composition and social capital. It identifies the key determinants of each of these domains of integration and investigates the direction as well as the size of interdependencies among them. The analysis uses a unique dataset built on the basis of a survey of about 1,600 refugees from Syria, Iraq, Afghanistan and Iran who had come to Austria since 2010. The analysis establishes an important causal link between social integration and labour market integration (i.e. employment). Both social network effects with Austrians as well as with co-ethnics are important in this context but the former is more powerful than the latter. It shows that both education and length of stay are key determinants of successful labour market integration. Furthermore, tests regarding the relevance of language command for both social and labour market integration show the strong importance of speaking and understanding German, and much less so, of writing German.

5. The Effect of Stressors and Resilience Factors on Mental Health of Recent Refugees in Austria

Abstract:
Given the exposure to stressors in their home countries, during their migration and in the phase after arrival, refugees are particularly vulnerable to mental health problems. At the same time, their access to adequate healthcare and other social infrastructure might be hampered by factors such as lack of knowledge as well as cultural and language barriers. In addition to other factors, this reduces their ability to take part in social activities as well as their integration into the labour market of the host societies. We examine the prevalence of mental disorders in the refugee population from Afghanistan, Iraq and Syria who arrived in Austria recently, drawing on data from a refugee survey conducted between December 2017 and April 2018 in Austria with a specific focus on Vienna, Salzburg, Graz, Linz and Innsbruck (FIMAS+INTEGRATION). We found a high share of refugees (32%) to have moderate or severe mental health problems. In particular, young refugees (15-34 years) show higher risk levels. When investigating the effects of stressors on the mental health situation, we found a positive association with e.g. experienced discrimination in Austria and the fear for partners and children left behind. In contrast, the results show a negative correlation for a couple of mitigating factors that foster resilience, i.e. proficiency in the German language, being employed (including volunteer work), having more supportive relationships and satisfaction with the housing situation.

6. Immigration and Offshoring

Abstract:
This paper investigates with a joint approach the impact of immigration and different measures of ‘offshoring’ on the labour demand and demand elasticities of native workers in four different occupational groups: managers/professionals, clerks, craft workers and manual workers. It shows that of all measures of globalisation considered immigration has the most consistent and strongest negative effect on the employment of native workers, particularly on managers/professionals, clerks and manual workers. The employment effects of offshoring differ by the measure used and are positive for craft workers but, in contrast to what is typically found in the literature, negative for the high-skilled group of managers/professionals. Furthermore, immigration and offshoring both impact on natives’ labour demand elasticities but the effect differs by occupational group. Thus, while the immigration of craft workers reduces labour demand elasticities for native craft workers, the immigration of managers/professionals and clerks has the opposite effect on native workers in the same occupations. Furthermore, we test for cross effects of migration and outsourcing between the different occupational groups.
