1. The Potential Impact of Ukrainian Accession on the EU’s Budget

Abstract:
If hypothetically Ukraine was already today a full EU Member State, it could be benefitting from around EUR 18-19 billion of receipts from the EU budget, net of contributions – i.e. roughly within the range of Poland and Romania scaled to fit Ukraine. At current rates, this would mean an increase in GNI-based contributions by all Member States of around 10 %, with only Spain changing from a (small) net beneficiary to a (small) net payer. However, this is only a simple ‘static’ reference number for a more complex and realistic assessment with many ‘dynamic’ factors that could reduce this amount by the time Ukraine might actually accede over the course of the next decade. These can include catching up to the relative prosperity of Poland and Romania, possibly making budgetary room for poorer new Member States, and control valves with capping mechanisms for budget spending on cohesion and agriculture. Both capping mechanisms would need reform, but there is room for negotiation of mutually acceptable outcomes. It is sometimes rumoured that the Ukraine bill would turn all of today’s net beneficiaries into net payers to the EU budget. Our calculations show that this speculation, or maybe disinformation, is absolutely unfounded. The EU’s proposed new EUR 50 billion Ukraine Facility for 2024 to 2027, averaging EUR 12.5 billion per year in grants and loans, is already not so far behind the static estimate for full membership. There are further huge uncertainties affecting the outcome – how the war may end, how far donors and investors other than the EU will contribute to reconstruction, and the idea of ‘Making Russia pay,’ given most of its frozen EUR 300 billion assets are held in the EU. Overall, the budgetary aspect of Ukraine’s possible accession looks relatively manageable, compared to other more intractable political, economic, demographic, and security issues. Three recommendations are presented, including on the need for the European Commission to inform public debate along the lines of the present paper to avoid speculation over exaggerated concerns.

2. The EU accession prospects of Ukraine, Moldova and Georgia

Abstract:
In the week following Russia’s invasion of Ukraine on 24 February 2022 all three East European states associated with the EU – Ukraine, Moldova, and Georgia – submitted applications to accede to the EU. In response, the European Commission published ‘Opinions’ in June, setting out in each case conditions that should be met for these applications to advance on the path towards membership. This paper reports on the first half-year of the work undertaken by the three states to meet these conditions. All three states have set in motion actions largely concerning the fundamental political and rule of law criteria for membership. In all cases there is much work in progress underway, with some conditions already met, and others at an earlier stage. For both Ukraine and Moldova, it is possible that the majority of conditions will be met in the course of 2023. For Georgia there are still some more basic political obstacles to be overcome. The Commission is due to publish in October 2023 comprehensive evaluations of the preparedness of each of the three states, and in the case that the conditions are largely met, the EU should as a next step open up the formal accession negotiation process. It is also recommended that the EU reform by that time the accession process itself, notably by switching to qualified majority voting on the details of the procedures, and better still adopting a staged accession process that would assure structured incentives for overcoming the blockages in the present system as seen in the Western Balkans.

Abstract:
This paper responds to Ukrainian President Volodymyr Zelensky’s request on 28 February 2022 for his country to accede to membership of the European Union. The European Council meeting at Versailles on 10-11 March endorsed the Council’s invitation to the European Commission to produce an Opinion on this request. The present paper is our Opinion on the position that we would like to see the Commission take. Since it comes at a time when Ukraine is being attacked in Russia’s genocidal war of choice, two quite different matters have to be addressed: first the fundamental political issues at stake for the whole of Europe, and second, the more technical modalities of the accession process.

Abstract:
This paper responds to Moldova’s request of 3 March 2022 to accede to membership of the European Union. The European Council meeting at Versailles on 10-11 March endorsed the Council’s invitation to the European Commission to produce an Opinion on this request. The present paper gives our opinion on the position that we would like to see the Commission take, namely that the EU should extend candidate status to Moldova. Progress in implementing the Association Agreement and Deep and Comprehensive Free Trade Area between the EU and Moldova means that there is already a substantial degree of preparedness for the accession process. While Moldova has an important reform agenda to sustain, especially on the judiciary and rule of law, its democratic electoral processes have been of impressive quality since 2020. There is good coherence between the presidency, government and parliament on the reform and European integration agendas. Moldova’s common history, border and partly overlapping citizenship with EU Member State Romania is also relevant. With Russia’s ongoing aggression in Ukraine, Moldova is next at risk on account of political, economic and security vulnerabilities. Recent explosions in Transnistria point to the possibility of this separatist region being instrumentalised by Russia to destabilise Moldova. These factors further underline the case for comprehensive EU support and the need for geostrategic clarity, which should be framed by an EU decision to extend candidate status to Moldova.

Abstract:
The Commission’s three Opinions on the membership applications of Ukraine, Moldova and Georgia, if endorsed by the European Council as seems likely on 23-24 June, will mark a geopolitical turning point for Europe, bringing the three eastern European states into the EU’s enlargement process, albeit with a less advanced formulation for the time being for Georgia than for Ukraine and Moldova. A broad geopolitical advance is favourably viewed by most EU citizens and its main international partners. The European Council’s agenda is of even wider importance, with discussions due to take place on both possible reform of the existing enlargement process and the ideas advanced by Presidents Macron and Michel for a new form of political community that would aim to embrace the whole of Europe (except of course for Russia and Belarus).

6. A Template for Staged Accession to the EU

Abstract:
An idea is gaining ground that a system of accession to the EU in stages is now needed to revive and sustain the incentives for the states of the Western Balkans to continue their European integration journey and overcome an apparent impasse over accession prospects. At the same time there is the need to ease the most serious concerns that existing EU Member States have over the prospect of further enlargement. If there can be a broad intuitive appeal for the idea of staged accession, then what naturally follows is the need for a detailed explanation on how this would work in practice, which this paper explores for each of the EU institutions. The picture that emerges is that the EU’s institutions could well lend themselves to the idea of staged membership, with various examples or precedents to be noted, also connecting with the related idea of ‘differentiated’ integration. A successful development and practical application along these lines would do much to restore positive momentum to the European project itself, currently threatened by a damaged reputation, as well as numerous internal and external threats. The paper sets out a substantial institutional, technical and legal basis for a breakthrough out of the current impasse. It remains for political leaders in both the EU and the Western Balkans to signal their interest in such ideas, and thus launch debate at the strategic level, so that the institutions can work towards defining a formal proposal. The implementation of the system of staged accession would have to be supplemented by a robust EU policy geared towards the resolution of bilateral disputes and issues of statehood in the region.

7. Balkan and Eastern European Comparisons: Building a New Momentum for the European integration of the Balkan and Eastern European associated states

Abstract:
CEPS first published in 2018 a comparison of how the Balkan and Eastern European associated states fared in their progressive alignment on EU laws and norms. This attracted considerable attention, notably because the detailed research showed that the two groups of states were becoming increasingly comparable in their alignment on the EU acquis. A more recent suggestion that this work should be updated and deepened for its policy implications has led to this study. Andrius Kubilius MEP, former Prime Minister of Lithuania, in particular encouraged CEPS to do this, and the authors thank him for his stimulus and support. Considerable interest is now being expressed in this study advocating a new momentum for the European integration of both Balkan and East European associated states. Both the enlargement and neighbourhood policies are at best stagnating. The perceived incentives for reforms in line with European norms and values are too weak or uncertain. The study proposes enhancing the ‘more for more’ principle with quantification and benchmarking of ratings for all chapters of the relationships with the EU. A major proposed innovation is that in addition to ongoing sectoral and functional integration, the EU should officer partial and progressive institutional integration, conditional on performance in relation to the ratings, as a more constructive approach than the present ‘all or nothing’ method of accession.

8. Scenarios for a Wider Europe

Abstract:
This Policy Insights paper makes the case for enhancing the economic and political integration of the entire wider European space with the EU, involving all those neighbouring states willing to subscribe to EU standards while at the same time facilitating the EU’s further enlargement in due course. This would also amount to a consolidation of Europe’s values, and act as a strategic marker to rebut Russia’s efforts to undermine those values.
