Starr Forum: Syria and the Middle East: What’s Next?: Tuesday, February 25th, 2025. A conversation with leading experts on Syria and the Middle East as they explore the hopes and challenges of a post-Assad regime. Speakers: Marwa Daoudy is an associate professor of international relations at Georgetown University’s School of Foreign Service (SFS) and the Seif Ghobash Chair in Arab Studies at the Center for Contemporary Arab Studies (CCAS). Her research and teaching focus on critical and human security studies, environmental and climate security, climate justice, water politics, negotiation theory, peace negotiations, and Middle East politics. Rana Khoury is an assistant professor of political science and a faculty member of the Center for South Asian and Middle Eastern Studies at the University of Illinois at Urbana-Champaign. Her expertise includes comparative and international politics, with a focus on nonviolent conflict processes including activism, displacement, and humanitarian response. Her geographic focus is on the Middle East, especially the Levant. Moderator: Richard Nielsen is an associate professor of political science at MIT and the faculty director of the MIT-Arab World Program at the Center for International Studies. He studies and teaches on Middle East politics, international relations, religion, gender, political violence, quantitative methodology, and interpretive methodology.

Abstract:
The February 6, 2023, earthquake originating near Gaziantep, Turkey displaced thousands of people throughout Syria’s northwest. At the same time, Syrians have had to contend with a host of other challenges, including acute poverty, water insecurity, wildfires, and disease, all of which the earthquake exacerbated. As a delicate political landscape makes delivering life-saving aid in the northwest increasingly difficult, the future of Syria’s internally displaced hangs in the balance.

3. Climate Change and the Syrian Conflict?

Abstract:
Over the past few decades, a new narrative has emerged that seeks to link climate change with political and social unrest. This idea of a climate-conflict nexus is similar to the “water wars” scenario of the 1990s, in which the media and some scholars predicted that water scarcity would be the major driver of inter-state conflict in the twenty-first century. More recently, this climateconflict narrative has been applied to the Syrian case. According to this logic, climate change caused the 2006-2010 drought in Syria, the drought caused agricultural failure, agricultural failure caused poverty, and the resulting displacement and discontent culminated with the 2011 uprising. My forthcoming book, The Origins of the Syrian Conflict: Climate Change and Human Security (Cambridge University Press, spring 2020) questions this line of reasoning, arguing that government policies were at the heart of Syria’s vulnerabilities in the buildup to the uprising. Although global warming is real and international action is urgently needed, climate change was not what was at the forefront of the minds of Syrians in 2011. Instead, most people were focused on a moral ideal: the end of repression and injustice.

Abstract:
In this fifth year anniversary of the Arab revolts or “Arab Spring,” we might ask ourselves “what has changed in the region?” Given the conflicts raging in the Arab world as we speak, many have concluded that the revolts failed, or that rather than bringing “progress” they have pushed us back—entrenching authoritarianism, displacing millions, exacerbating sectarian differences, etc. But such conclusions reflect a short view of history and a truncated understanding of change. More troublesome, they can fuel a view of the region as unchanging, stagnant, and even backward.

5. A Missed Chance for Peace: Israel and Syria's Negotiations over the Golan Heights

In the Middle East “no war is possible without Egypt, and no peace is possible without Syria,” as suggested by former U.S. Secretary of State Henry Kissinger in the 1970s. From 1991 to 2000, Syria entered into extensive peace negotiations with Israel, another key actor in the Middle East. The objective of this article is to understand these negotiations, which involved periods of intense discord as well as moments of rapprochement. Spectacular progress was made, for instance, between 1993 and 1995, when the “Rabin deposit,” Israel's promise to withdraw from the Golan Heights to the 4 June 1967 border and thus allow Syria to recover access to Lake Tiberias, was proposed to the U.S. mediator. The two actors came close to an agreement but failed to put an end to the Israeli-Syrian conflict at the Shepherdstown negotiations in January 2000 and the Asad-Clinton summit on 26 March 2000 in Geneva. What lessons can be drawn from the process which took place between 1991 and 2000 in terms of the actors' objectives, motivations and perceptions of each other? Why did the talks fail to produce an agreement? What was the weight of water in stimulating or blocking the process?

6. A Long Road to Damascus. Syria and the Peace Negotiations with Israel

Abstract:
From 1991 to 2000, Syria and Israel, two of the key actors of the Middle-Eastern conflict, entered into extensive peace negotiations. What lessons can be drawn from the process in terms of Syria's objectives, motivations and perceptions, considering that this actor remains largely unknown? Such concerns will be addressed by identifying the major issues at stake: territory, security, and water resources. By analyzing all the obstacles on the road to peace, we will evaluate the potential for a resumption of peace talks in the new regional context. The death of President Hafez al-Asad in June 2000 and the rise to power of his son Bashar, the deterioration of the Israeli-Palestinian situation since the start of the Intifada and Ariel Sharon's election in Israel, the war launched by the United States in Iraq, the assassination of Lebanon's former Prime Minister Rafic Hariri, the withdrawal of Syrian troops from Lebanon in April 2005, and the meeting of the 10th Baath Party Congress in June have all drastically impacted on domestic and regional dynamics. The purpose of the study is to shed new light on Syria's constraints and opportunities, and their impact on her bargaining position.
