Abstract:
Due to the challenges associated with the People’s Republic of China’s (PRC) rise, anticipating who will lead the Chinese Communist Party (CCP) is a major concern. General Secretary Xi Jinping has reshuffled the deck around norms for succession. With old patterns woven out of the CCP’s banner, studying the new framework for promoting new senior leaders and the sub-factional politics lying underneath will aid in identifying who will lead the CCP and govern the PRC in the future. To that end, this report offers a summary of the leader promotion process within the CCP, a guide to identifying rising CCP leadership in the future, and a map of the current six sub-factions competing for Xi’s favor.

Abstract:
The invasion of Ukraine has upended long-held assumptions of the liberal international order, and as tensions rise in the Taiwan Strait, Taiwanese leaders are watching Ukraine with their futures in mind. The objective of this report is to provide insights into how Taiwanese policymakers, military officers, diplomats, strategists, and everyday citizens are responding to the evolving threat picture in the Taiwan Strait and offer ideas for the policy debate in Washington. This report examines leadership speeches, strategy reports, military writings, and media articles, as well as recounts findings from interviews with Taiwanese and U.S. government officials, military officers, and civil society.

Abstract:
Taiwan’s (Republic of China, ROC) defense readiness can be viewed from both strategic and operational perspectives. In our report, readiness is measured by both (1) the degree to which Taiwan’s government and civil society are prepared to counter coercion by the Chinese Communist Party (CCP), and (2) the degree to which the ROC armed forces can carry out its mission. Given the increasing likelihood of CCP use of force against Taiwan in the foreseeable future, it is in the interests of the United States and the ROC governments to improve overall defense readiness. This report evaluates the threat environment Taiwan faces and details its strategic and operational readiness, as well as the utility of ad hoc coalitions. In addition, the report highlights future opportunities for U.S. policymakers to strengthen the United States and Taiwan’s readiness in pursuit of the shared goal of peace and stability in a free and open Indo-Pacific region.

Abstract:
The People’s Liberation Army (PLA) Strategic Support Force (PLASSF) is one of the most significant components of the People’s Republic of China’s (China, PRC) ongoing military reform and reorganization. Based on limited sources available, the PLASSF appears intended to integrate the launch, tracking, and control of satellites with the operational units that apply the services that the satellites provide, such as command, control, communications, computers, intelligence, surveillance, and reconnaissance. This paper aims to provide an overview of the Strategic Support Force’s role within the PLA, its leadership structure, and the biographies of its core decision makers. In addition, it examines how the PLASSF’s presumed ability to provide “cross-domain fusion” helps to augment synergies among PLA assets, which could enhance the PLA’s capacity to further project power in the Indo-Pacific region.

Taiwan is a core interest in U.S. foreign policy. Its values, technological prowess, and geostrategic position align with foundational American values and priorities for the region, making it a crucial U.S. partner in the Asia Pacific. As such, ensuring a stable and positive future for Taiwan as a democracy and a primary contributor to the global economy and international community is a high priority. This monograph concludes that a more objective representation of the status quo in the Taiwan Strait may better serve long-term U.S. interests.

Abstract:
In May 2014, the United States Department of Justice (DOJ) announced indictments against five Chinese People’s Liberation Army (PLA) officers on charges of cyber espionage directed against U.S. firms. According to the indictments, the five officers were assigned to the Third Office of the PLA General Staff Department (GSD) Technical Reconnaissance Department (alternatively known as the Third Department) Second Bureau. While assigned personnel may well engage in cyber espionage, a survey of Second Bureau infrastructure indicates a much broader communications intelligence mission.

In the wake of the 18th Central Committee’s Third Plenum in November 2013, the People’s Republic of China (PRC) Ministry of National Defense (MND) announced the establishment of its first air defense identification zone (ADIZ). Assessments of the ADIZ to date have focused in large part on implications for territorial and maritime disputes in region. However, other potential drivers may offer additional context for the decision. Among these include coercion of Taiwan, unprecedented changes in China’s national airspace management system, and technical advances that have enhanced interoperability between the People’s Liberation Army Air Force (PLAAF) and Navy (PLAN).

Abstract:
Nuclear warheads and their associated delivery vehicles (ballistic and cruise missiles) represent the most powerful and potentially destabilizing weapons in the world today. While rapid advances in information and communications technology have endowed conventional weapons systems with the “intelligence” and precision to take on a greater number of strategic missions–for example targeting aircraft carrier groups and critical command nodes–nuclear weapons remain the sine qua non of deterrence. Indeed, while every nation’s leadership fears war to some degree, the threat of war is only truly horrific for a leader who faces an enemy armed with nuclear weapons.
