1. Clingendael State of the Union 2018: towards better European integration

Abstract:
Every year is special and challenging when it comes to European integration. The highlights of 2017 were a number of high-level strategy papers and speeches such as the European Commission White Paper on the Future of Europe, the State of the Union Address by Commission President Juncker, French President Macron’s Initiative for Europe, and the Future of Europe report by President of the European Parliament Tajani. These papers and speeches all pave the way for the discussions on improving and deepening the European Union in the months towards the European elections in spring 2019. The upcoming EP elections will be different from earlier elections as the current discussions aim to offer political choices to ensure the elections are content-based.

With the boost that has been given to the EU’s defence policy, some of the St. Malo reflexes have reoccurred in Washington. Mostly, there are some misgivings in the United States about the exact meaning of ‘European strategic autonomy’, as it featured in the 2016 EU Global Strategy. But also in Europe, it is not clear what strategic autonomy means. In light of the increasing uncertainty among the EU and European NATO-members about the solidity of the American security guarantees, strategic autonomy gains a new quality. If Europe were forced ‘to go it alone’, what would that take, both in terms of conventional and nuclear capabilities?

In her latest Policy Brief author Margriet Drent concludes that European countries face a dilemma: they have to simultaneously invest in their strategic autonomy and in keeping the United States committed to their security.

Abstract:
The why, what & how of permanent structured cooperation The deteriorating security situation around Europe and the burgeoning messages from Washington that Europe has to take more responsibility for its own security call for a step change in European defence cooperation. So far, progress has been too slow. This policy brief argues that permanent structured cooperation (Pesco) offers the option to take a more ambitious and more productive route by member states willing to move forward more quickly, set more demanding objectives and commit themselves more strongly. This would end the well-known ‘voluntary basis’ which has often been used as an excuse for doing little or nothing at all.
