1. The changing dynamics of the G7, G20 and BRICS: Informal multilateral cooperation is increasingly important in an era of strategic competition

Abstract:
Increasing strategic competition among major powers has had a negative effect on the efficacy of formal multilateral cooperation. This has also been reflected in informal forums such as the G7, G20 and BRICS. Yet some new dynamics have emerged. Since Russia was excluded from the G8 in 2014, the G7 has become a key forum for Western cooperation. Russia’s full-scale invasion of Ukraine has further geared the group towards a stronghold of Western economies and democracies. The BRICS group has continued to meet at leaders’ level, and has consolidated its position. Despite variation in its members’ interests, the group aims to balance the G7, and its importance for China and Russia has been elevated. Currently, the G20 constitutes a forum in which strategic competition can potentially be managed. Along with the G7 and BRICS countries, other powers play an increasingly notable role. The dynamics of the group also displays an increasing “Southernization” of informal multilateral cooperation.

Abstract:
After the 2008 financial crisis, the EU’s approach towards China shifted from overconfidence in European normative power to an embrace of unconditional economic engagement with China. The EU policy of de-risking is critically important, but it needs to be carefully considered, managed, and communicated to China. US-China tensions and American debates on China impact the EU’s approach. Nevertheless, there are significant differences between European and US positions on China irrespective of which party holds power in the US. China’s position on Russia’s war of aggression is a make-or-break issue for the EU. By actively enabling Russia’s invasion, China is harming its own long-term interests in Europe and globally. It is in Europe’s interests to avoid framing current international dynamics in terms of “the West and the rest”. Although this discourse may be popular domestically, there is a danger of it becoming a self-fulfilling prophecy.

3. EU sanctions and Brexit: Losing the hard edge of European foreign policy?

Abstract:
The EU needs to assume more responsibility in defending its interests and security. Brexit will constitute an additional challenge for the EU in this respect, and has led to calls to strengthen the efficiency of the the Common Foreign and Security Policy, including EU sanctions, which currently form one of the toughest and most increasingly used tools in the EU’s foreign policy toolbox. The UK has been the most active and influential member state in formulating the EU’s sanctions policy. The EU could largely replace the technical expertise provided by the UK, yet the level of ambition of the EU’s sanctions policy is likely to decrease. Even though the UK has taken measures to maintain the sanctions regimes it agreed to as an EU member state, an independent UK sanctions policy could result in divergence. The envisaged coordination mechanisms between EU and UK sanctions policies can mitigate some of the negative implications of Brexit, but they cannot replace the UK’s EU membership.

4. Finnish foreign policy during EU membership: Unlocking the EU’s security potential

Abstract:
This FIIA Finnish Foreign Policy Paper looks at the evolution of Finnish foreign and security policy during the country’s 25 years as an EU member. The paper aims to trace how – and with what kind of consequences – Finnish foreign and security policy has interacted with EU foreign policy during the membership period. More specifically, the study examines the interlinkage between Finnish and EU foreign policy in relation to three different topics: the policy towards and relations with Russia, security and defence, and Finland’s broadening international agenda. The paper argues that the Finnish policy vis-à-vis the three domains is marked by different patterns of continuity and change. However, the rise of a protective agenda in the Finnish policy towards Russia, Finland’s increased boldness in advancing the EU’s security and defence dimension, and the recent emphasis on the Union’s role as a bulwark against geo-economic threats all indicate that the EU’s role in enhancing Finnish security has become a top priority. Indeed, Finland is currently endeavouring to unlock the EU’s potential as a security community.

Abstract:
The Finnish presidency of the Council of the EU faces a sensitive political climate, marked by divisions between the member states. However, some of the EU’s recent crises have also given the Union a renewed sense of purpose: striking the right balance between ambition and realism will therefore be a key challenge for Finland. During its presidency, Finland will have little legislative work, but can help in setting the EU’s priorities for the next five years, advancing the negotiations on the Multiannual Financial Framework and managing the Brexit process. The rise of the Eurosceptic Finns Party in the late 2000s had a crucial impact on Finland’s EU policy. This was reflected in harder and, at times, obstructive positions on EU issues. However, recently a new consensus on EU affairs seems to have emerged among the other parties. Antti Rinne’s new government is striving for a stronger EU with a presidency programme that resonates with the strategic agenda of the European Council, but also corresponds with the more limited role of post-Lisbon Treaty presidencies.

6. EU Sanctions Against Russia: Europe brings a hard edge to its economic power

Abstract:
The EU has responded to the Ukraine crisis with a set of political and economic sanctions against Russia which constitute a qualitatively new step in the EU sanctions policy. The EU sanctions against Russia are exceptional and have strategic importance due to a combination of three factors: big power rivalry, the context of a major European crisis with global ramifications, and the costs of the sanctions for the EU itself. The EU has managed to maintain its fragile unity and has applied its collective diplomatic and economic weight in very difficult circumstances. The sanctions have not provided an alternative to diplomatic efforts to solve the crisis - on the contrary, hardening sanctions have been used as a way to put pressure on Russia to seriously engage in diplomacy. The impact of the sanctions on daily developments in Ukraine has been limited and uncertain, but the sanctions have imposed a long-term cost on Russia for violating key international norms. The policy process of Russia sanctions has exposed problems of leadership and coordination. The latest reform of the EU foreign policy machinery has streamlined the preparation of sanctions, but the current system still lacks the necessary resources to match the growing importance of the EU sanctions policy.

7. Towards a Deeper EMU: An assessment of political divisions within the EU

Abstract:
Policymakers, observers and the media have referred to a vast number of divisions in crisis-torn Europe. The EU is divided between north and south or creditors and debtors. Some have emphasised the emerged division between anti-EU and pro- EU forces. Significantly, these divisions are also manifested within the eurozone, in the form of the current differences between the French and German views, and the increasing role of the populist movements in many euro countries. Yet others have highlighted the boundary between the eurozone and the rest of the EU, and suggested that the euro countries now form the core of the Union. Relatedly, some of the non-euro members are distancing themselves from the EU – most notably the UK – while many others aim to secure their influence in the Union, even if euro membership may have been put on the back burner.

8. A Eurosceptic big bang: Finland's EU policy in hindsight of the 2011 elections

Abstract:
The Finnish parliamentary elections in spring 2011 were marked by a landslide victory for the Eurosceptic (True) Finns Party. Such an unprecedented upswing for anti-integrationist voices was expected to reshape Finland's EU policy. The Finns Party did not join the government, however, and the party has mainly influenced Finnish EU policymaking while in opposition, and indirectly through public opinion-building. While outright anti-integrationist rhetoric remains on the margins of national public debate, more critical approaches to EU politics have become increasingly pronounced. Political parties have, to varying degrees, adapted their rhetoric and policies to the changing environment. Importantly, the broad consensus on EU affairs in Finland has broken down, at least temporarily. The EU has featured high on the agendas of the recent election campaigns as well as in opposition politics. This has affected Finland's official position too. It has moved in a more cautious and self-contained direction, although the country remains a pro-integrationist member state.

9. Europe's declining role in the G-20: What role for the EU in the club of the most important powers?

Abstract:
Europe and the EU have played an influential role in the development and decision-making of the Group of Twenty (G-20). Europe's influence in shaping the developments in the group and, more broadly, in global governance is, however, declining. The G-20 Summit in Cannes provided Europe with an opportunity to re-assert its leadership. Its aspirations were, however, overshadowed by internal divisions heightened by the deepening European sovereign debt crisis. Even prior to the current crisis, the increasing global competition and decrease in standing turned EU members inward-looking. Instead of a further Europeanization of foreign policy and external relations, many have observed a tendency to re-nationalize European policy-making. This tendency will make it increasingly difficult for Europe to secure its standing and adapt to the on going transition of the world's economic and political power. Europe should reinvigorate its commitment to a joint external action as a matter of priority. The key question for Europe is whether it will manage to Europeanize the G-20 and gear it towards the multilateral principles which lie at the heart of European integration; or whether we will see the opposite process, namely a 'G-ization' of the EU in the sense of major(European)powers dominating increasingly informal European and global decision-making. It is in Europe's interests to further institutionalize the G-20 and tie it to the formal multilateral architecture of the world economy and politics.
