1. Emerging from COVID: Policy Responses to the Pandemic

Abstract:
The fight against COVID-19 has been the greatest challenge the world has faced since the middle of last century. As countries have fought to control the disease, they have closed borders, quarantined their citizens, and shut down economies almost entirely. The ramifications will reverberate for years, if not decades, to come. In April 2020, the Lowy Institute published a digital feature in which twelve Institute experts examined the ways in which the COVID crisis would affect Australia, the region and the world. In this new feature, Lowy Institute experts provide policy recommendations for Australia to address issues that are critical to our nation’s — and the world’s — successful emergence from the pandemic. Countries have turned inwards in an attempt to fend off the threat of an infection that is oblivious to borders. Some have seen globalisation as the cause of the crisis, and have focused on solving problems without recourse to the international institutions of global security and prosperity, including the United Nations, the World Health Organization, and the G20. Yet global problems require international solutions. As the world emerges from the crisis, cooperation between nations will be more important than ever. Nation states cannot revive their economies purely through national solutions. They cannot address global threats, including the possibility of further pandemics, alone. Australia’s achievements in managing the COVID crisis have been exemplary. It has handled the health and economic emergency with great competence. But this is just the beginning of our crisis recovery. The challenges in our region, and the global problems that existed before COVID, have only been exacerbated by the pandemic. Australia has already done much to address the domestic economic and health issues from the COVID crisis. But to shape a prosperous and secure future, it will also need to work in cooperation with other nations, large and small, allies and partners, on a much broader array of international issues ranging from the economic disruption across the region, pressure from China on trade, and development challenges in the Pacific, to increasingly competitive relations between the United States and China, the weakening of the World Health Organization, and the declining utility of the G20.

2. China is Not Conducting Debt Trap Diplomacy in the Pacific--At Least Not Yet

Abstract:
In an atmosphere of heightened geostrategic competition, China’s Belt and Road Initiative (BRI) has raised questions about the risk of debt problems in less-developed countries. Such risks are especially worrying for the small and fragile economies of the Pacific. A close look at the evidence suggests that China has not been engaged in debt-trap diplomacy in the Pacific, at least not so far. Nonetheless, if future Chinese lending continues on a business-as-usual basis, serious problems of debt sustainability will arise, and concerns about quality and corruption are valid.There have been recent signs that both China and Pacific Island governments recognize the need for reform. China needs to adopt formal lending rules similar to those of the multilateral development banks, providing more favorable terms to countries at greater risk of debt distress. Alternative approaches might include replacing or partially replacing EXIM loans with the interest-free loans and grants that the Chinese Ministry of Commerce already provides.

Abstract:
Across the globe, the adverse impacts of disasters and climate change are prompting millions of people to move. Disasters now displace many more people within their countries each year than conflict, and the Asia-Pacific region is the hardest hit. Between 2008 and 2018, this region alone saw more than 80 per cent of all new disaster displacement. Australia cannot afford to ignore the fact that in its own region, internal and cross-border displacement within and from the Pacific Islands is likely to increase as disasters intensify and become more frequent, exacerbated by the impacts of climate change. While Australia cannot stop such displacement altogether, it can implement policy changes now that would help to reduce its scale and impact. Preventative measures, such as mitigation, adaptation and disaster risk reduction, along with proactive measures, such as enhanced mobility, could significantly reduce the risk of future displacement, and thereby also reduce economic, social and human costs and suffering. Most Pacific Islanders want to remain in their homes, and this should be enabled to the extent possible through disaster risk reduction, climate change adaptation and development policies. At the same time, there is widespread recognition that planning for mobility is necessary so that people can move before disaster strikes. Smart migration policies can provide people with choices to take control of their own lives, rather than being displaced when disasters occur. This report focuses on the role of mobility as a release valve for Pacific Islanders at risk of displacement in the context of disasters and climate change. It demonstrates why Australia should proactively develop laws and policies that enable people in the Pacific region to move out of harm’s way, thereby harnessing migration as a climate change adaptation strategy in its own right.

Abstract:
China has not been engaged in debt trap diplomacy — at least not yet. China has not been the primary driver behind rising debt risks in the Pacific, although a continuation of business as usual would risk future debt problems in several countries. There is scope for a new Australian infrastructure financing facility to provide loans to the Pacific without causing debt problems, particularly as it has adopted key sustainable lending rules. Pacific nations have an opportunity to obtain more favourable financing from official development partners but care must be taken to avoid overly geopolitical aid.

5. Future Scenarios for Papua New Guinea

Abstract:
Until recently, visitors making their way to the immigration checkpoint at Jacksons International Airport in Port Moresby were greeted with a sign exclaiming, "Welcome to Papua New Guinea: The land of the unexpected". In a nation that is so self-aware of its unpredictability, forecasting future scenarios is like staring into a crystal ball. Quality data is scarce and incomplete, trends are difficult to establish and validate, and prognostications on PNG's future are often dogmatic and politicised. Over the past 42 years Papua New Guinea has defied many of the most negative projections for its future, and navigated a huge number of 'crossroad' situations. Even before 1975, some were arguing that independence would be an unmitigated disaster, and the risk of Papua New Guinea becoming a failed state is a question that has permeated its short history. It is a question that is now being asked more frequently. On one view, Papua New Guinea has managed to "muddle through", largely on the strength of its peoples' resilience in the face of adversity. However, this resilience may be dwindling, and rather than "muddling through", Papua New Guinea may instead be on a "muddling down" trajectory. Its politicians, on the other hand, claim that the country's prospects have never been better. In a nation with so many development challenges and such porous data, it is difficult to identify future scenarios, let alone determine which is most likely. How does one define a failed state in Papua New Guinea, where most of the nation is not dependent on a properly functioning state? Without accurate data, how can one track trends in human development over decades? Should the focus be placed on the country as a whole, or on urban areas, on rural areas, or areas critical for economic development? How can new technological advancements be appropriately accounted for? Drawing on the papers in this series, five variables from each of the sectors addressed in the papers have been identified as critical influences on PNG's development over the next ten years and beyond. From these variables, three potential scenarios emerge, with the most likely scenario that Papua New Guinea will continue to 'muddle through' as it has in the past, failing to meet many expectations of development but defying the country's many detractors, and avoiding state failure.

6. A Bumpy Road: Societal Trends in Papua New Guinea

Abstract:
On many indicators, Papua New Guinea's rapid population growth is outpacing development progress. Service delivery across the country is in decline. Growing urbanisation is increasing the burden on service providers as people who move from rural areas generally lose access to their customary land and become less self-sufficient. More than 40 per cent of the population is under the age of 14. The resulting youth bulge is outstripping very limited formal sector employment opportunities. The needs of the private sector are evolving, and skills development is critical. New immigrant groups are moving in to Papua New Guinea and taking over small and medium businesses that have typically been run by locals, adding further societal and employment pressures. This paper will chart these trends in Papua New Guinea, and the impact they will have on political stability, policymaking and development. It will look at trends in service delivery, employment, and skills development. It will look at the role of new immigrants in Papua New Guinea and future workforce capacity, and assess the government's capacity to deal with these challenges.
