Abstract:
The Northern Australia Strategic Policy Centre’s latest report, North of 26 degrees south and the security of Australia: views from The Strategist, Volume 7, is a series of articles published in The Strategist over the last six months. It builds on previous volumes by identifying critical intersections of national security, nation-building, resilience and Australia’s north. This issue, like previous volumes, includes a wide range of articles sourced from a diverse pool of expert contributors writing on topics as varied as critical minerals, rare earth, equatorial space launch, agriculture, advanced manufacturing, fuel and water security, and defence force posturing. Importantly, it addresses the Defence Strategic from a northern Australian perspective. It also features a foreword by the Honourable Madeleine King MP, Minister for Northern Australia. Minister King writes, “Northern Australia is central to the prosperity, security and future of our nation and will be the engine room of Australia’s decarbonisation effort and drive towards net zero.” The 24 articles propose concrete, real-world actions for policy-makers to facilitate the development, prosperity and security of Australia’s north. The authors share a sense that those things that make the north unique – its vast space, low population density, specific geography, and harsh investment environment – are characteristics that can be leveraged, not disadvantages.

2. Incels in Australia: the ideology, the threat, and a way forward

Abstract:
This report explores the phenomenon of ‘incels’—involuntary celibates—and the misogynistic ideology that underpins a subset of this global community of men that has become a thriving Internet subculture. It examines how online spaces, from popular social media sites to dedicated incel forums, are providing a platform for not just the expansion of misogynistic views but gender-based violent extremism. It raises key questions regarding Australian efforts to counter misogynistic ideologies within our nation. If there’s a continuum that has sexist, but lawful, views on gender at one end and gendered hate speech at the other, at what point does misogynistic ideology tip into acts of gendered violence? What’s needed to prevent misogynistic ideologies from becoming violent? And how do we, as a society, avoid the epidemic levels of violence against women in Australia? This report doesn’t intend to provide answers to all of those questions. It does, however, seek to make an important contribution to public discourse about the increasing trend in misogynistic ideology through examination of a particularly violent community of misogynists, and proposes a range of policy options for consideration to tackle the threat that misogynistic ideology poses to Australia. This report makes six recommendations designed to reduce and, where possible, prevent the risk of future occurrence of incel and similar violence in Australia. The recommendations include greater awareness raising and policy recognition that incel violence can be an ideological form of issue-motivated extremism which would provide certainty that incels could formally fall within the Australian Security Intelligence Organisation (ASIO)—in addition to law-enforcement agencies—and would encourage tailored education programs focused on engaging young males at risk from indoctrination in this extreme subculture (along with their parents).

The annual Australia-US Ministerial Consultations have been the primary forum for bilateral engagement since 1985. The Australian Minister for Defence and Minister for Foreign Affairs will meet with their American counterparts in Washington in 2022, in the 71st year of the alliance, and it’s arguably never been so important. The Australian Strategic Policy Institute is proud to release ‘With a little help from my friends’: Capitalising on opportunity at AUSMIN 2022, a report featuring chapters from our defence, cyber and foreign policy experts to inform and guide the Australian approach to the 2022 AUSMIN consultations. In this report, ASPI harnesses its broad and deep policy expertise to provide AUSMIN's principals with tangible policy recommendations to take to the US. The following chapters describe Australia's most pressing strategic challenges. The authors offer policy recommendations for enhancing Australian and US collaboration to promote security and economic prosperity. The collection of essays covers topics and challenges that the US and Australia must tackle together: defence capability, foreign affairs, climate change, foreign interference, rare earths, cyber, technology, the Pacific, space, integrated deterrence and coercive diplomacy. 4. Running on empty? A case study of fuel security for civil and military air operations at Darwin airport

Abstract:
Most Australians have no idea how quickly they’ll be running on empty if fuel supplies from overseas are cut in a crisis. For decades, the nation has relied on risky, “just in time” deliveries of the fuel necessary for transport systems, industry, policing and individual motoring needs—and even the operations of the Australian Defence Force. This report describes how this situation is so fraught, and the national reserve so small, that during major military exercises and actual operations such as the search for the missing Malaysia Airlines Flight MH370, fuel stocks have reached critically low levels.

Abstract:
North of 26° south and the security of Australia Volume 2’, is a new report by ASPI’s The North and Australia’s Security Program. The report builds on Volume 1 by presenting an all new series of articles by a range of trusted and up and coming authors exploring the continued importance of Northern Australia to national security and defence strategy. Northern Australia had become key political, military and economic terrain in a new era of major-power competition. Despite those developments, Australian policymakers have struggled to develop a cohesive northern Australia strategy. While Australia has a long-term defence capability plan, we need to continue to test our assumptions about the defence of northern Australia and the north’s significance to national security. In December 2019, Defence had finished the first draft of its internal review of Australia’s 2016 Defence White Paper. The review was meant to test the White Paper’s underlying assumptions. Arguably, the economic, social and geopolitical changes driven by Covid-19 will be historically significant, and that will require all-new thinking about northern Australia. This report provides much needed contemporary analysis of the criticality of the North to Australia’s national security and defence.

6. National security agencies and the cloud: An urgent capability issue for Australia

Abstract:
This new ASPI report, argues for the development of a national security cloud. If the community doesn’t shift to cloud infrastructure, it’ll cut itself off from the most powerful software and applications available, placing itself in a less capable position using legacy software that vendors no longer support. The report’s authors argue that if this need isn’t addressed rapidly and comprehensively, Australia will quite simply be at a major disadvantage against potential adversaries who are using this effective new technology at scale to advance their own analysis and operational performance. The report identifies four significant obstacles that stand in the way of Australia’s national security community moving to cloud infrastructure. These obstacles need to be crossed, and the change needs to be driven by ministers and agency heads. Ministers and agency heads have both the responsibility and perspective to look beyond the important current technical security standards and rules and think about the capability benefit that cloud computing can bring to Australia’s national security. They’re the ones who must balance opportunity and risk.

7. Counterterrorism Yearbook 2020

Abstract:
This year’s Counterterrorism Yearbook draws upon 19 contributing authors, each a renowned thought leader in their field, to promote practical counterterrorism solutions by reviewing a global range of terrorism developments and counterterrorism responses. ASIO’s Director General, Mike Burgess commends the publication for its ‘valuable contribution to the public discourse on counterterrorism’. While maintaining its geographic focus, the Yearbook now includes thematic chapters on mental health, strategic policing, the media, the terror–crime nexus and terrorist innovation. These new thematic chapters have been included to encourage governments to consider more proactive CT agendas that move beyond the current focus on disrupting plots and discouraging people from joining and supporting terrorist groups. The focus here has been on promoting new thinking on how to deal with emergent areas of concern, such as comorbidity of mental health, use of gaming platforms, and artificial intelligence.

8. Towards a Commonwealth law enforcement innovation framework

Abstract:
In March 2019, ASPI, with the sponsorship of Oracle, coordinated the ASPI–Oracle Innovation Framework Workshop. The workshop brought together subject-matter experts from federal law enforcement agencies, academia and the private sector to explore the feasibility of a Commonwealth law enforcement innovation framework (CLEIF). This followed a 2018 research project that explored the current state of innovation in law enforcement.1 That research was based on a case study of innovation in Australia’s federal anti-money-laundering (AML) provisions. The research project was underpinned by three key questions: How can technology enhance the identification of money-laundering offences? How can law enforcement bring together technology and policy to ensure more agile AML decision-making? How can law enforcement agencies gain faster access to new AML technologies and capabilities? The research resulted in the publication of a Special Report, titled ‘I can see clearly now!’, which provided specific analysis of the key factors that support and restrict technological innovation in federal law enforcement AML efforts.2 The report’s central argument was that the current ecosystem for technological innovation in AML needs to be enhanced to engage with the dual challenge of disruptive technology and the integration of pockets of AML excellence into a holistic whole-of-government program. While the research was focused on technology and AML, it has broader application to law enforcement technological innovation. The research found little evidence that the organisational frameworks for enterprise or portfolio technological innovation in federal law enforcement are fully developed.3 The March 2019 workshop explored innovation themes in government and the corporate sector that had relevance to law enforcement. The results provide further input to policymakers as they formulate future directions for the agencies and their capabilities.

9. Strong and free? The future security of Australia's north

This report argues that ‘there is a need to reconceptualize Northern Australia, as a single scalable Defence and National Security ecosystem’. This ecosystem should be developed to ‘deliver integrated support to current and future ADF and National Security operations’. The strategic importance of Australia’s north to Australia’s defence has long been recognized by government and policy makers. Despite strategic policy commitments to Northern Australia, there is a growing body of evidence indicating that the gap is widening between strategic policy and Defence’s actual activities and presence in the north. This could well be symptomatic of a gap in Australia’s northern development policies. It is likely that with the significantly reduced warning times of future conflict the North of Australia will increasingly become either Australia’s Forward Operating (FOB) base, or its lily pad to another forward location within the pacific or the first or second island chain. The northern Australian industry base needs to be enhanced to be able to provide a permanent and scalable civilianized replenishment and depot repair capacity for Defence capabilities deployed across the various physical nodes of FOB North. If the Northern Australian industry base is not scalable then the ADF may not be able to optimally configure to undertake Defence of Australia tasks, nor short notification joint expeditionary operations within our regional neighbourhood. To succeed, the FOB North concept must be fully integrated with Australia’s broader national security strategy. ADF and National security activities ought to be integrally linked and mutually supporting. The FOB North concept will provide policy makers the foundation for thinking of the North as a facilitator of engagement with the region. FOB North will also make the North of Australia a vehicle for defence with the region, rather than defence from the region. The development of FOB North needs to be part of, and supported by, Australia sovereign nation building efforts. FOB North as both a sovereign defence and national security concept is an integral part of building national resilience in Northern Australia and as such should not be simply planned and delivered through a defence white paper (DWP). This kind of ambitious national approach will involve Defence working with a diverse array of stakeholders and partners. It will also allow Defence to make a significant and lasting contribution to its most basic strategic interest; a secure, resilient Australia.
