Deployed after rebel groups overran large portions northeastern Mali in 2013, it was just the second time Beijing had ever contributed combat troops to a UN peacekeeping mission. This Special Report examines how China is using its peacekeeping activities in Mali as an opportunity to train troops and test equipment in a hostile environment—and as a way of extending its diplomatic reach and soft power in Africa and beyond.

- ions through the lens of both asymmetry and (re-)balancing. Beijing-Taipei relations have become more and more asymmetrical. While this structural asymmetry has allowed the former to exert all sorts of pressures on the latter (economic, ideological and military), this very asymmetry has not prevented the latter from keeping some room of maneuver vis-à-vis the former.1 Balancing against China and bandwagoning with the United States has, since 1950, been Taiwan’s security and survival strategy even if after the U.S. de-recognition of the ROC in 1978, Taipei and Washington have not been linked by a formal alliance but a much more narrow and vague security arrangement, the Taiwan Relations Act (TRA). However, in this paper, I will argue that under the Tsai Administration, Taiwan’s balancing strategy has remained rather “soft,” because of the island’s hard economic dependence upon China. At the same time, Taiwan cannot ignore the U.S. Administration’s “rebalancing” strategy in Asia and the consequences it has on U.S.-China relations and the region. Using this double approach, I will first present Beijing’s new Taiwan policy. Then, I will explore its root-causes and main drivers. Finally, I will venture to speculate on the chances of success of China’s strategy towards the Tsai Administration, particularly after the new U.S. President Donald Trump comes into office and in view of the telephone call that he accepted to have with Ms. Tsai in early December 2016. My tentative conclusion is that for many domestic and international reasons—the KMT’s inability to reform, Taiwan’s consolidated identity and the U.S.’s likely continuing, and perhaps stronger strategic support and overall “rebalancing” under Trump—Beijing will probably not reach its major objectives, at least in 2020. As a result, Taiwan will be able to continue to go its own way; the political gap between both sides will keep widening; and the relations across the Taiwan Strait will probably remain a mixture of political and perhaps military tensions as well as dense exchanges and inevitable interactions.

- Here are three very different books about China's rise and its relations with the world. The first two tend to give the shivers while the third, much more nuanced and balanced, is somewhat reassuring – up to a point. However, the three authors highlight the challenges that China's apparently irresistible re-emergence represent for the world. They also all share a focus on, if not an obsession with the United States which, in spite of its supposed decline, clearly remains in their eyes the ultimate benchmark of leadership and success, neglecting to various degrees other and less classical forces structuring and constraining China's rise, such as the European Union, globalisation, multipolarity and the social media.

- The main question that Chang Ya-chung's Modest Proposal triggers is whether a political and security agreement can realistically be reached today. The twelve agreements signed by Beijing and Taibei since 2008 should be saluted as conducive to constructing détente, non- military confidence-building measures and de facto government-to- government relations across the Strait. However, in the foreseeable future, is it realistic to ask for more? Actually, a temporary or long-term political agreement between Taibei and Beijing will not be reached if the People's Republic of China (PRC) and the Republic of China (ROC) refuse to formally recognize each other's separate existence and sovereignty in one way or another, at least tacitly, and if they do not agree to address security issues squarely with the assistance of the USA. Finally, no meaningful agreement can be re ached either if the PRC Chinese and certain segments of the Kuomin tang (KMT) (Guomindang) fail to recognize Taiwan's specific history or realize that the Taiwanese have been developing a distinct identity since 1949 and even more so since the island's democratization took place in the late 1980s.

- Since 1979, foreign- and security-policy-making and implementation processes have gradually and substantially changed. New modes of operation that have consolidated under Hu Jintao, actually took shape under Jiang Zemin in the 1990s, and some, under Deng Xiaoping. While the military's role has diminished, that of diplomats, experts, and bureaucracies dealing with trade, international economic relations, energy, propaganda and education has increased. Decision making in this area has remained highly centralized and concentrated in the supreme leading bodies of the Chinese Communist Party (CCP). However, China's globalization and decentralization, as well as the increasing complexity of its international interests, have intensified the need to better coordinate the activities of the various CCP and state organs involved in foreign and security policy; hence, the growing importance of the CCP leading small groups (foreign affairs, national security, Taiwan, etc.). But the rigidity of the current institutional pattern has so far foiled repeated attempts to establish a National Security Council.

- In the view of many observers, the normalization of Sino-American relations signaled the end of a strategic relationship with the Republic of China (Taiwan) that had endured with but one brief interruption for forty years. The rapid growth of economic ties between the U.S. and mainland China in the 1980s seemed to confirm this assessment.
