Abstract:
In the aftermath of Kim Jong-Il's death in December 2011, China clearly wanted a more cooperative new North Korean regime which would help stabilize the situation on the Korean Peninsula. The Kim Jong-Il regime had been a political liability and economic burden to China, as it defied the international community by perpetrating numerous provocations and crises. In order to avert a major conflict on the Korean Peninsula, Beijing had to bail out the Kim Jong-Il regime by defusing the crises created by North Korea's saber-rattling behavior and brinkmanship. Clearly, China did not want to repeat or endure a similar relationship with the new North Korean regime under Kim Jong-Un. This article seeks to examine China's policy toward the Kim Jong-Un regime from December 2011 to the present. In spite of initial optimism, Beijing has been disappointed by the Kim Jong-Un regime's defiant actions, such as the two ballistic missile tests in 2012 and the third nuclear test in February 2013. These developments inevitably raise serious doubts about China's ability to rein in the belligerent Kim Jong-Un regime. It is a major contention of this paper that it will be difficult for China to "tame" the Kim regime unless China is willing to reset its diplomatic priorities from seeking to prevent the collapse of Kim's regime to halting North Korea's provocations that may ignite a major conflict on the Korean Peninsula. The surest way to achieve this change will be through the effective utilization of economic sanctions to enhance the efficacy of the diplomatic measures on which it has relied too long and too singlemindedly.

2. The Lee Myung-Bak Government's North Korea Policy and the Prospects for Inter-Korean Relations

Abstract:
The inauguration of the Lee Myung-Bak government on February 25, 2008, aroused expectations that President Lee's new North Korea policy would bring about more effective results in dealing with Pyongyang, including the realization of denuclearization of North Korea. Contrary to initial expectations, Lee's North Korea policy has encountered unexpected problems and challenges as North Korea has not only suspended official inter-Korean dialogue and contacts since April but also refused to resume the talks with Seoul unless the Lee government would accommodate Pyongyang's demands: (1) to honor the two inter- Korean summit agreements: the June 15 Joint Declaration (2000) signed between Kim Dae-Jung and Kim Jong-Il and the October 4 (2007) Declaration signed between Kim Jong-Il and Roh Moo-Hyun; (2) to discard the Lee government's “Vision 3000: Denuclearization and Openness”; and (3) to abandon the strategy of strengthening South Korea's alliance with the U.S. and Japan to pressure North Korea. In short, North Korea wants the Lee government to continue the sunshine policy of engagement toward the North. However, it is difficult for the Lee government to accommodate the North's demand, for President Lee promised during the presidential election campaign in 2007 to discard the sunshine policy as it had failed not only to prevent North Korea's nuclear weapons program but also to induce North Korea to adopt reform and openness.

Abstract:
In his inaugural address in February 2003, President Roh Moo- Hyun declared his intention not only to retain his predecessor's North Korea policy (the “sunshine policy”) but also to expand the scope and the content of the “sunshine policy” in order to build a “structure of peace” on the Korean Peninsula. Dubbed as the Policy for Peace and Prosperity,” it envisions three stages of development. In the first stage, South Korea seeks to resolve the North Korean nuclear issue and facilitate peace on the Korean Peninsula. In the second stage, Seoul seeks to develop further inter- Korean economic cooperation and lay the foundation for a peace regime. In the third and final stage, the policy is to launch a peace regime on the Korean Peninsula. In implementing the North Korea policy, Roh has pledged to adhere to four basic principles: (1) all issues should be resolved through dialogue; (2) priorities should be placed on building mutual trust and “upholding reciprocity”; (3) the inter-Korean issues should be resolved by South and North Korea in cooperation with the international community; and, (4) Seoul will strive to ensure transparency, expand citizen participation, and secure “bipartisan support” in implementing North Korea policy.

The South Korean political system has undergone drastic changes since the establishment of the Republic of Korea (ROK) in 1948. Following the authoritarian Syngman Rhee regime (1948-1960), South Korea had to endure over a quarter-century of military rule, from 1961 to 1987. In the wake of massive student demonstrations against the Chun Doo Hwan regime in 1987, the historic June 29th declaration was issued to accommodate popular demands for the democratization of the political system. It promised drastic democratic reforms, including popular direct election of the president. Following the presidential election of 1987, South Korea embarked on a new era of democratic politics.

During the cold war era, Japan's Korea policy was geared to the preservation of the status quo on the Korean peninsula by way of supporting the Republic of Korea (ROK) both politically and economically, while refusing to recognize the Democratic People's Republic of Korea (DPRK). However, Japan's foreign policy in general and its Korea policy in particular had to make some significant adjustments in the aftermath of the collapse of the Communist regimes in the Soviet Union and Eastern European nations, which ended the cold war in Europe, and a train of rapid developments on and around the Korean peninsula in the post-cold war era.
