Abstract:
In the next decade, it is all too likely that the past success of the Non-Proliferation Treaty (NPT) in preventing the further spread of nuclear weapons among the world’s nations will be reversed. Three trends make more proliferation likely. First is the decay of nuclear taboos. Second, and arguably worse, is renewed vertical proliferation—the increase in size and sophistication of nuclear arsenals by states that already have them. Third, the technical information to fuel nuclear breakouts and ramp-ups is more available now than in the past. These trends toward increased proliferation are not yet facts. The author describes three steps the international community could take to save the NPT: making further withdrawals from the NPT unattractive; clamping down on the uneconomical stockpiling and civilian use of nuclear weapons materials (plutonium and highly enriched uranium); and giving real meaning to efforts to limit the threats that existing nuclear weapons pose.

Abstract:
This report is the culmination of a two-year project sponsored by the Nonproliferation Policy Education Center, which engaged more than 50 senior, retired and serving policymakers, intelligence officers, and top academic national security analysts. Its findings are based on hours of group discussions and private conversations that helped develop new primary histories of eight nuclear proliferation cases: India, Pakistan, Israel, Taiwan, South Korea, Libya, and an Argentine and a separate South African nuclear rocket case. Each history was prepared by an academic historian and was based on open sources. Former officials who had direct roles in these cases then critiqued these accounts. Additional private interviews were conducted with participants to fill in historical gaps. The purpose of the case studies was to identify when and how intelligence shaped or prompted nonproliferation policy actions and, if it did not, why. This set of historical conclusions prompted a more general discussion of how policy and intelligence officials might improve their collaboration to prevent and curb further nuclear proliferation and how academics might contribute by enhancing their treatment of such issues. The project addressed three broad, related questions: How can the role of intelligencein the making of nonproliferation policy be improved? How can the nonproliferation agenda get the priority it deserves? How can the nonproliferation community be sustained and strengthened?

Trump officials have also said they intend to renew or strike additional civil nuclear deals with Jordan, Egypt, and Turkey. How necessary and economically competitive is nuclear power in the Middle East for desalination and producing electricity compared to non-nuclear alternatives? Abstract:
The replacement for the Strategic Arms Reductions Treaty (START), which presidents Barack Obama and Dmitry Medvedev signed in April 2010, marks the first legally binding arms control agreement to be reached in nearly twenty years. At the Nuclear Nonproliferation Treaty (NPT) review conference in May 2010, where the topic of nu clear disarmament will be discussed, the elimination of nuclear weapons will be viewed as a practical possibility. While this prospect can be easily dismissed as an optimistic or flee ting trend, it should instead be harnessed as a means to bolster international security, or at least not to make matter s worse. This requires both sound insights into what is and is not possible, and in Washington, sensitivity to an increasing number of contentious political views regarding nuclear controls.

Abstract:
Raise the issue of Pakistan's nuclear program before almost any group of Western security analysts, and they are likely to throw up their hands. What might happen if the current Pakistani government is taken over by radicalized political forces sympathetic to the Taliban? Such a government, they fear, might share Pakistan's nuclear weapons materials and know-how with others, including terrorist organizations. Then there is the possibility that a more radical government might pick a war again with India. Could Pakistan prevail against India's superior conventional forces without threatening to resort to nuclear arms? If not, what, if anything, might persuade Pakistan to stand its nuclear forces down? There are no good answers to these questions and even fewer near or mid-term fixes against such contingencies. This, in turn, encourages a kind of policy fatalism with regard to Pakistan.

Abstract:
The first panel focused on the U.S. and Russian stakes in strategic arms control, the prospects for START II ratification in Russia, the status of START III issues, and the possibilities for cooperative approaches to the issues of strategic offense-defense interaction. The Russian panelists, Ambassadors Yuri Nazarkin and Mikhail Streltsov, and State Duma member Alexei Arbatov, explained Russia's START II reservations, steps in the ratification process, and expected implementation problems in eliminating Russia's multiple warhead (MIRVed) intercontinental ballistic missiles (ICBMs). On balance, they agreed that START II serves Russia's basic interests, in lower levels of strategic arms, eventual economic savings, and political and military parity with the United States. They acknowledged that the ball is now in Russia's court, and ventured that parliament's approval probably would occur eventually.
