1. Racing toward Tragedy? China's Rise, Military Competition in the Asia Pacific, and the Security Dilemma

Abstract:
In the post–Cold War period, scholars have considered the Asia Pacific to be ripe for military competition and conflict. Developments over the past decade have deepened these expectations. Across the region, rising military spending and efforts of various states to bolster their military capabilities appear to have created an increasingly volatile climate, along with potentially vicious cycles of mutual arming and rearming. In this context, claims that China's rapid economic growth and surging military spending are fomenting destabilizing arms races and security dilemmas are widespread. Such claims make for catchy headlines, yet they are rarely subject to rigorous empirical tests. Whether patterns of military competition in the Asia Pacific are in fact attributable to a security dilemma–based logic has important implications for international relations theory and foreign policy. The answer has direct consequences for how leaders can maximize the likelihood that peace and stability will prevail in this economically and strategically vital region. A systematic empirical test derived from influential theoretical scholarship on the security dilemma concept assesses the drivers of bilateral and multilateral frictions and military competition under way in the Asia Pacific. Security dilemma–driven competition appears to be an important contributor, yet the outcome is not structurally determined. Although this military competition could grow significantly in the near future, there are a number of available measures that could help to ameliorate or manage some of its worst aspects.

Abstract:
Over the past half-century—what is often called the “American century”—the United States enjoyed extraordinary success, growth, and influence. It was not only the pivotal “arsenal” in the defense of democracy but also the principal exemplar of democratic capitalism that held enormous appeal around the world. During this era, the United States was simultaneously locked in a geopolitical and ideological bipolar struggle with the Soviet Union and, within the free world community, acknowledged as the leader and defender of a broad community of democratic capitalist countries. Not surprisingly, therefore, the United States pursued a multifaceted grand strategy. It played the role of Cold War leader of a coalition in global great power rivalry. It was also the indispensable leader in building order and cooperation within the free world camp. At the same time, the United States often employed its immense influence to advance a universalistic program of human betterment centered on political democracy, market capitalism, free trade, human rights, national self-determination, and international law and organization.

Abstract:
The end of the Cold War has triggered new debates about international relations theory. Most of the attention has been focused on explaining the end of the Cold War. Equally important, however, this epochal development raises new questions about the impact of forty years of East-West rivalry on the relations among the Western liberal democracies. This issue is not simply of passing historical interest because it bears on our expectations about the future trajectory of relations among the great powers in the West. Will the end of the Cold War lead to the decline of cooperative relations among the Western liberal democracies? Will major Western political institutions, such as NATO and the U.S.-Japanese alliance, fall apart? Will "semi-sovereign" Germany and Japan revert to traditional great power status? Will the United States return to its traditional isolationist posture? Our answers to these questions depend upon the sources of Western order: was the Cold War the primary cause of Western solidarity or does the West have a distinctive and robust political order that predated and paralleled the Cold War?
