Abstract:
Since the eruption of the Arab Spring in 2011, centralized military power has broken down in North Africa, the Levant, and Yemen, and several weak Arab states have turned to local militias to help defend regimes. While these pro-government militias can play important security roles, they have limited military capacity and reliability. Transitioning militia fighters into national guard forces with formal ties to the national command structure can overcome some of these limitations, but the shift must be accompanied by a wider commitment to security sector reform and political power sharing.

More than three years after the fall of strongman Muammar Qaddafi, Libya is in the midst of a bitter civil war rooted in a balance of weakness between the country's political factions and armed groups. With a domestic landscape torn apart by competing claims to power and with interference from regional actors serving to entrench divides, restoring stability in Libya and building a unified security structure will be difficult if not impossible without broad-based political reconciliation.

Abstract:
Like the Iraq war and, to a lesser extent, Lebanon's 2006 war, Syria's internecine conflict has enabled the Gulf's ruling families, media commentators, clerics, parliamentarians, and activists to invoke and amplify Sunni-Shia identities, often for goals that are rooted in local power politics. By-products of the mounting sectarian tension include the fraying of reform cooperation among sects and regions, and pressure on the Gulf's formal political institutions. Traditional and social media have served to amplify the most polarizing voices as well as provide reform activists new means for cross-sectarian communication that circumvent governmental efforts to control or block such activities.

Abstract:
Despite successful parliamentary elections in early July, localized clashes over identity, power, and resources persist in Libya, straining the capacity of the weak government, deterring foreign investment, and possibly stunting the emergence of democratic institutions. The most pressing of these conflicts— growing insecurity in Libya's eastern region of Barqa, where Benghazi is located—is fueled by longstanding neglect, Salafi militancy, and fighting between ethnic Tabu and Arab tribes. Lacking an effective police and national army, the state is struggling for legitimacy and control of the east. It must act to restore the periphery's confidence in the center.

READING THE NEW MIDDLE EAST MAP Dalia Dassa Kaye and Frederic Wehrey With long-standing U.S. allies toppled or under pressure from unprecedented dissent across the Arab world, Michael Doran, in "The Heirs of Nasser" (May/June 2011), warns that Iran is poised to walk away from the Arab Spring a winner. In his view, the chaotic Arab political scene will allow Iran and its radical allies -- Hamas, Hezbollah, and Syria -- to stoke public frustration over unmet expectations or engage in subversive provocations, thereby embroiling new regimes in the region's old conflicts. In previous periods of regional upheaval, revolutionaries such as Egyptian President Gamal Abdel Nasser employed this strategy at the expense of U.S. and Western interests. Nasser played the Israel card to goad his Western-backed rivals into war, while exhorting their publics to rebel. Why, Doran argues, should one expect any less from Iran and its allies today? Certainly, the regional shakeup will give Iran and its allies much to prey on. The Arab world's secular, liberal youth movements, often hobbled by a lack of organization and leadership, will compete with long-established parties with starkly different views of the future, be they remnants of the old regimes or Islamist forces. The region's new governments will confront economic challenges that will limit their ability to meet the expectations of a youthful and increasingly impatient public. Meanwhile, the continued Israeli-Palestinian stalemate offers further ammunition for rejectionist forces to reinvigorate the region's tired scapegoats, redirecting the conversation away from talk about the failure of domestic governance. The United States' inconsistent policies toward the Arab revolts (for example, the varying U.S. responses to Bahrain and Libya) offer more fodder for Iran's resistance narrative. Still, although Iran and its allies will attempt to seize on these vulnerabilities to widen the gap between ruler and ruled, they are unlikely to achieve the success of Nasser. In fact, the political upheaval in the Arab world has led to at least three fundamental shifts in the regional order that have only sharpened the preexisting limitations of Iranian influence.

One of the most significant effects of the Iraq war is Iran's seemingly unprecedented influence and freedom of action in regional affairs, presenting new strategic challenges for the United States and its regional allies. Although Middle Eastern governments and the United States are in general agreement about diagnosing Tehran's activism as the war's most alarming consequence, they disagree on how to respond. The conventional U.S. view suggests that a new Arab consensus has been prompted to neutralize and counter Tehran's rising influence across the region in Gaza, the Gulf, Iraq, and Lebanon. Parallels to Cold War containment are clear. Indeed, whether consciously or unwittingly, U.S. policy has been replicating features of the Cold War model by trying to build a ''moderate'' Sunni Arab front to bolster U.S. efforts to counter Iranian influence. Despite signals that the Obama administration intends to expand U.S. engagement with Iran, the foundations of containment are deeply rooted and engender bipartisan backing from Congress. Even if the Obama administration desires to shift U.S. policy toward Iran, containment policies will be difficult to overturn quickly; if engagement with Iran fails, reliance on containment will only increase.
