1. Busting myths about KSF transition into a defence force

Abstract:
It has been close to three years since Kosovo’s institutions moved forward with the decision to start the process of transition of the Kosovo Security Force (KSF) from a disaster relief mandate into a defence force. However, this move by the Kosovo’s leadership driven by massive public support was viewed with scepticism by some of the traditional allies of the country who feared that the decision would lead to instability. So, did the instability occur as a result of this decision? A short answer is - no. Looking back at the process, it is clear that the consequences some feared of the transition of the KSF into a defence force for Kosovo were exaggerated - to say the least - and it seems the decision was, nothing less or more than a regular technocratic move of the Kosovan institutions. Some, might even argue that actually the process of transition of the KSF mandate has helped societal cohesion in Kosovo and as such strengthened stability of the country. In other words, fearmongering discourse about the KSF transition showed to be ungrounded and the decision proved more benefits than expected to date.

Abstract:
Private Security Companies (PSC) are expanding industry. One of the significant changes in the security issues has to do with the emergence of the PSC’s in the world. The range of services provided by PSC’s varies from those engaged as private detectives, to guarding the transport of valuables, security in shopping and business centers, airports, as well as nuclear and military facilities. In the period of post-conflict, the PSC emerged rapidly even in Kosovo. Their role by some has been considered as important. However, in the other side there are still uncertainties about the status of PSC’s in Kosovo. Based on some surveys, very few in Kosovo are aware about the competencies of the private security guards. Furthermore, the role of PSC’s in the security sector is becoming more important day to day. There is no doubt that the process of Security Sector Building (SSB) in Kosovo consist on the rapid emergence of this private security industry. It is estimated that the private security industry in Kosovo makes up more than 3000 security guards increasing day to day. Kosovar Centre for Security Studies (KCSS) is implementing a project “Assessment of the Private Security Companies Performance”. The project foresees the draft of a assessment paper on the topic and organizing a roundtable by inviting the stakeholders (citizens, MP’s, international community and PSC’s representatives).

Abstract:
The idea for writing this policy paper came up as a result of the project drafted by the KCSS experts for “Democratic Control of the Security Institutions”. The initial stage of this project foresaw professional policy paper for “establishment, operability and democratic functionality of the Kosovo Security Force”. The work done for this document would not be finished without the support of partners and donators. First of all, it is worthwhile mentioning the initial support of Kosovo Foundation for Open Society. Abstract:
Kosovo Security Council (KSC) is undoubtedly one of the main pillars of security sector. The Constitution of Republic of Kosovo provides it with the key authority for policy making and advising on security issues. It is worth of noting that other countries have also foreseen Security Council in their legislation, whereby it is called “Council of National Security” or “National Security Council” while in Kosovo, in compliance with the UN Envoy, President Ahtisaari’s Comprehensive Settlement Plan on Status Resolution,1 it is described as Kosovo Security Council.
