Abstract:
The March issue focuses in particular on the drone threat. In the feature article, Don Rassler and Yannick Veilleux-Lepage examine the evolution of terrorist drone usage and forecast its future trajectory in light of the tactical and technological innovations emerging from the Russo-Ukrainian War. They write that “the conflict has become a critical ‘innovation hub’ for drone warfare, accelerating advancements in the scale, speed, and range of drone operations. These developments are not only transforming the modern battlefield but also creating new opportunities for violent extremist organizations (VEOs) to enhance their operational capabilities.” They assess that “in particular, the war has normalized large-scale drone deployment, demonstrating the feasibility of launching coordinated drone swarms and phased attacks capable of overwhelming existing defenses” and note that the potential future pairing of high-speed First-Person View (FPV) drones with emerging technologies such as AI-assisted targeting “could significantly increase the precision and impact of future attacks.” In a similar vein, Jake Dulligan, Laura Freeman, Austin Phoenix, and Bradley Davis, in assessing the threat posed by commercial drones, write that the biggest concern “is that drone swarms could dramatically increase the impact of bad actor drone operations, be it kinetic strikes, ISR, or psychological warfare.” This month’s interview is with Dr. Christian Klos, the Director General of Public Security at Germany’s Federal Ministry of Interior and Community. He says that “when it comes to the external threat, I would agree with the assessment that ISIS-K is in Germany as well. What we observe from the intelligence side is that there are clear indications that the group intends to conduct attacks in Europe, and this can also include Germany and therefore we are very much aware of this threat, and we have seen also travel activities. So, it’s not just some minor indications.” Aaron Zelin assesses the new Syrian government’s efforts to counter the Islamic State, Hezbollah, and the captagon trade. He writes: “Unlike the Assad regime—which did little to fight the Islamic State, was closely aligned with Hezbollah, and produced captagon on an industrial scale—HTS in its guise as the new government of Syria is taking on these challenges assertively, and has a significant track record in doing so previously. Not only are these efforts a benefit to Syrian society and the security and stability of the country, but they also align with the interests of the United States and U.S. regional allies.” Alexandre Rodde and Justin Olmstead examine the evolution of vehicular ramming attacks and prevention efforts. They write that “when it comes to indicators and warnings of future attacks, the demonstration effect created by high-casualty vehicle-ramming attacks has in the past seemingly produced a surge in copycat attacks, which means the security agencies should be particularly vigilant given the recent uptick in high-profile attacks, including the New Orleans attack.”

Abstract:
In the May 2025 feature article, Daisy Muibu and Yayedior Mbengue examine the evolving counterterrorism challenge in Somalia. They write that “nearly three years after the Somali government launched its offensive against al-Shabaab, the security landscape remains precarious. Al-Shabaab has resurged, coordination between federal and Puntland forces is limited despite Islamic State-Somalia’s growing global remit, and the future of the African Union mission is uncertain. These trends are driven by political discord, a fragmented national landscape, donor fatigue, operational challenges, and al-Shabaab’s resilience.” Our interview is with Christine Abizaid, the former director of the U.S. National Counterterrorism Center. She emphasizes that: “The CT business is still a needles-in-the-haystack business; it’s still one piece of information that can open up a whole new threat network. You have to be digging into and accessing multiple sources of information, collaborating with multiple partners who see things in different ways.” Aymenn Al-Tamimi charts the rise, fall, and dissolution of al-Qa`ida’s loyalist group in Syria Hurras al-Din. He writes that: “The primary ongoing concern from a counterterrorism perspective is that regardless of Hurras al-Din’s own weakness, individuals who were members of the group, particularly leading figures, may try to coordinate with other members of al-Qa`ida or other jihadis outside Syria for the purpose of organizing terrorist attacks abroad.” Saif Tahir and Amira Jadoon examine the geographical origins, mobility patterns, and demographic characteristics of Tehrik-i-Taliban Pakistan (TTP) militants through an analysis of 615 profiles from the organization’s own martyrdom commemorative publications spanning 2006-2025. Julika Enslin outlines the evolution of the Islamist terror threat landscape in Germany since 2020 by taking an in-depth look at all nine executed Islamist terrorist attacks and the 20 publicly reported thwarted attack plots during that time. A personal note: Over the last 10 years, it has been the privilege of a lifetime to serve as the Editor-in-Chief of CTC Sentinel to showcase the best and brightest scholars and practitioners in our field. It’s time for me to pass the baton. The publication will be in great hands with my brilliant colleagues Kristina Hummel and Don Rassler. I look forward to continuing my close association with the Combating Terrorism Center and CTC Sentinel. The faculty and staff at the center, past and present, are the very best of America. Abstract:
It has been 20 years since 9/11. In the wake of the attacks, the Combating Terrorism Center at West Point (CTC) was established to provide cadets and policymakers with best-in-class research so that they could better understand and confront the threat. With the Taliban returning to power in Afghanistan, with Africa emerging as the new epicenter of global jihadi terror, and with it likely becoming more difficult for the intelligence community to track threats in jihadi conflict zones from which the United States has withdrawn militarily, objective and rigorous open-source research is more critical than ever. To mark the 20th anniversary of 9/11, this special issue of CTC Sentinel, supported by the Recrudescence Project, features interviews with five former officials who have made immense contributions to the counterterrorism enterprise: former Acting Director of the CIA Michael Morell, former CENTCOM Commander Joseph Votel, former State Department Coordinator for Counterterrorism Dell Dailey, former FBI Special Agent Ali Soufan, and former Chief of the U.K. Secret Intelligence Service (MI6) Sir Alex Younger. Their reflections on 9/11 and their lessons learned across key parts of the counterterrorism spectrum—intelligence; military; diplomacy; law enforcement—and across the Atlantic are essential reading. On this anniversary, our deepest sympathies are with those who have lost loved ones to terrorism. Responding to this threat, as General Votel puts it, has been a noble undertaking. COVID-19 is arguably the biggest crisis the planet has faced since the Second World War and will likely have significant impacts on international security in ways which can and cannot be anticipated. For this special issue on COVID-19 and counterterrorism, we convened five of the best and brightest thinkers in our field for a virtual roundtable on the challenges ahead. In the words of Magnus Ranstorp, “COVID-19 and extremism are the perfect storm.” According to another of the panelists, Lieutenant General (Ret) Michael Nagata, “the time has come to acknowledge the stark fact that despite enormous expenditures of blood/treasure to ‘kill, capture, arrest’ our way to strategic counterterrorism success, there are more terrorists globally today than on 9/11, and COVID-19 will probably lead to the creation of more.” Audrey Kurth Cronin put it this way: “COVID-19 is a boost to non-status quo actors of every type. Reactions to the pandemic—or more specifically, reactions to governments’ inability to respond to it effectively—are setting off many types of political violence, including riots, hate crimes, intercommunal tensions, and the rise of criminal governance. Terrorism is just one element of the growing political instability as people find themselves suffering economically, unable to recreate their pre-COVID lives.” The roundtable identified bioterrorism as a particular concern moving forward, with Juan Zarate noting that “the severity and extreme disruption of a novel coronavirus will likely spur the imagination of the most creative and dangerous groups and individuals to reconsider bioterrorist attacks.” Ali Soufan warned that “although the barriers to entry for terrorists to get their hands on bio weapons remain high, they are gradually being lowered due to technological advances and the democratization of science.” The special issue also features five articles. Audrey Alexander examines the security threat COVID-19 poses to the northern Syria detention camps holding Islamic State members, drawing on a wide range of source materials, including recent interviews she conducted with General Mazloum Abdi, the top commander of the SDF, and former U.S. CENTCOM Commander Joseph Votel. Chelsea Daymon and Meili Criezis untangle the pandemic narratives spun by Islamic State supporters online. Christopher Hockey and Michael Jones assess al-Shabaab’s response to the spread of COVID-19 in Somalia. Mark Dubowitz and Saeed Ghasseminejad document how the Iranian regime has spread disinformation relating to the pandemic. Finally, Nikita Malik discusses the overlaps between pandemic preparedness and countering terrorism from a U.K. perspective.

Abstract:
One of the much-discussed aspects of the Islamic State’s caliphate project was the opportunity it provided for families to travel and live under the control of the organization. While various studies have provided a somewhat clear picture of the more accountable population of those travelers—the men and women who decided to join the group—less clear-cut information has appeared regarding the minor population that lived under the organization’s governance. Using a portion of a spreadsheet captured by U.S. military forces, this report offers an examination of the minor population that lived inside the Iraqi portion of the Islamic State’s control in late 2016. It reveals a diverse population of over 100,000 minors, mostly from Iraq but also from 56 other countries around the world. This report provides important context and data for current discussion regarding what to do with those left in the conflict zone and those being repatriated to countries throughout the world.

Abstract:
In an extensive interview, General John W. Nicholson, commander of Resolute Support and U.S. Forces-Afghanistan, stresses the importance of preventing the country from again becoming a platform for international terrorism, noting counterterrorism operations have almost halved the fighting strength of the Islamic State’s local affiliate. He also outlines the ongoing effort to empower Afghan efforts against the Taliban, saying: “They’re at a bit of a stalemate. The government holds about two-thirds of the population. The enemy holds a solid 8 to 10 percent. … We think [if] we get to about 80 percent or more, we start to reach a tipping point where the insurgency becomes more irrelevant.” Our cover story by Georg Heil focuses on the deadly truck attack this past December in Berlin by Anis Amri, a Tunisian extremist suspected of links to Islamic State operatives in Libya. Investigations have made clear the danger posed by the radical network he belonged to in northwestern Germany led by an Iraqi preacher named Abu Walaa. It is believed to have recruited dozens to travel to join the Islamic State, communicated extensively with Islamic State operatives in Syria and Iraq, and encouraged attacks on German soil. Heil argues the high level of interconnectedness between these radicals in Germany and the Islamic State has potentially grave implications for European security. Aymenn al-Tamimi looks at the implications of the recent realignment of rebel and jihadi groups in Syria, which created two potentially conflicting power centers revolving around an enlarged Ahrar al-Sham and Hay’at Tahrir al-Sham, a new al-Qa`ida-aligned umbrella grouping. Robin Simcox finds Islamic State plots by pre-teens and teens are increasing in the West, with plotters in contact with the group in a majority of such cases. Shashi Jayakumar examines the growing Islamic State threat to Southeast Asia, arguing the group may pose as big a threat in the future in the East as in the West. Andrew McGregor warns growing clashes between Fulani Muslim herders and settled Christian communities in Nigeria could be exploited by terrorist groups and potentially destabilize the entire Sahel-West Africa region.

7. The Caliphate’s Global Workforce: An Inside Look at the Islamic State’s Foreign Fighter Paper Trail

Abstract:
This report contains an analysis of over 4,600 unique Islamic State personnel records that were produced by the group primarily between early 2013 and late 2014. The importance of this data for understanding the Islamic State and, in particular, the foreign fighter flow, cannot be overstated. To put it simply, it is the largest cache of primary source documents produced by the Islamic State available in the open-source as of this date. These particular documents were acquired by NBC News from an Islamic State defector and subsequently provided to the CTC (and other entities). This report provides a window into the organization’s global workforce, revealing information about foreign fighters’ countries of origin, citizenship, points of entry into Syria, marital status, skills and previous occupations, education levels, religious knowledge, fighting role preferences in the group, and previous jihadist experience. In addition to analyzing the data at the macro-level, the report also highlights numerous anecdotes of individual fighters. Taken together, the analysis in this report reveals an organization that is attempting to vet new members, manage talent effectively within the organization, and deal with an incredibly diverse pool of recruits.
