- On the same day in July 2023, the Biden administration destroyed America’s last chemical weapon, and also, controversially, announced the supply of cluster bombs to Ukraine. The story of the two bombs shows how America’s view of ethics in war is shaped by an underlying strategic logic. The focus on humanizing war by banning certain weapons may do more to help America on the battlefield than to protect civilian lives.
