Abstract:
On October 31, Saad Hariri, leader of the "March 14" majority bloc in the Lebanese parliament, met with opposition leader Michel Aoun, head of the Hizballah-allied Free Patriotic Movement (FPM), the largest Maronite Christian party in Lebanon. Discussions focused on the September 25-November 25 presidential elections, which will decide whether Lebanon's next chief executive will align with the pro-Western, reform-minded March 14 coalition or follow the path of current president Emile Lahoud and align with Syria. Despite increasing pressures on the March 14 forces -- including an apparent Syrian-orchestrated assassination campaign -- a breakthrough agreement between the majority and the opposition remains unlikely. Meanwhile, Hizballah has warned the March 14 bloc that if it does not compromise on the choice of president, the opposition will adopt a "more direct" approach.

Abstract:
The September 6 Israeli bombing of a presumed North Korean-supplied nuclear weapons facility in Syria highlights the ongoing policy challenge posed by Damascus. More than three years after President Bush signed the Syria Accountability and Lebanese Sovereignty Restoration Act (SAA), Syria continues to support terrorism, destabilize Iraq, meddle in Lebanon, and develop weapons of mass destruction and ballistic missile systems. This week's headlines tell the story: on September 19, yet another anti-Syrian parliamentarian was assassinated in Lebanon; the same day, Jane's Defence Weekly reported that a July 2007 chemical weapons accident in Syria -- involving mustard gas and VX and sarin nerve agents -- killed fifteen Syrian officers and dozens of Iranian engineers.

Abstract:
On July 31, in a contest widely seen as a tune-up for November's parliamentary balloting, Jordanians went to the polls for municipal elections. Amman had hoped these would showcase Jordan's relatively advanced style of representative democracy in the Middle East. Instead, in a surprise development, the Islamic Action Front (IAF) -- the political party of the Jordanian Muslim Brotherhood -- withdrew hours into the voting, claiming that government-sponsored fraud had "overstepped the bounds." Subsequently, independent and progovernment candidates swept the elections.

Abstract:
Jordanians go to the polls tomorrow to elect nearly 1,000 local representatives and 92 mayors. On their own, these elections are of minimal interest to Washington: municipalities have small budgets, limited responsibilities, and scant independence from the central government. But the voting comes just a month after the Hamas takeover of Gaza, during a spike in the violence in Iraq, and a week after a landslide victory for the Islamist-leaning Justice and Development Party (AKP) in the Turkish national elections. Adding to the significance of the Jordanian ballot is the fact that, after boycotting the 2003 contest, the Jordanian Muslim Brotherhood's political party, the Islamic Action Front (IAF), will participate in this year's elections. A potential IAF victory highlights growing concern that Islamists are on a political roll throughout the Middle East, and that Jordan may be vulnerable.

Abstract:
Yesterday's car bombing in Beirut, which killed Future Party parliamentarian Walid Eido, underscores the Syrian-backed multifront campaign to undermine stability in Lebanon. One front is the Palestinian refugee camps, particularly Nahr al-Bared, where the Lebanese Armed Forces (LAF) are currently fighting Fatah al-Islam, an al-Qaeda affilate with ties to Syria. A second front is Beirut itself, via terrorist attacks designed to destabilize the state. The blast that killed Eido was the sixth such attack in the past month, and Lebanon's Internal Security Force (ISF) has interdicted several other ambitious terrorist conspiracies, including a plot described by the Lebanese daily as "the Lebanese September 11."

On March 28, the Arab League will convene the annual summit of its twenty-two member states in Riyadh, Saudi Arabia. Despite a record of disunity and inconclusiveness, this annual meeting of Arab leaders remains the subject of intense interest in the region. On February 20, the Lebanese cabinet—with a Hizballah-led opposition boycott—extended the term of the UN commission investigating the February 2005 assassination of former prime minister Rafiq Hariri. While the commission's work can now continue for as long as one more year, any future decision about organizing an international tribunal to try those indicted for the murder remains hostage to a vote—requiring the opposition's assent—in the paralyzed Lebanese parliament. Meanwhile, Hizballah continues to press its demand for increased political power within a “national unity” government, threatening civil disobedience should its demands not be met.

Violent clashes in Beirut on January 25 between students of rival political parties have overshadowed the promising news that Lebanon received pledges of $7.6 billion at the Paris III donor conference on Lebanons economy. The violence, which was largely along sectarian lines, was the latest in a series of escalating political/religious confrontations. This troubling trend raises the specter that Lebanon may once again be sliding toward civil war.

49. Lebanon Goes to Paris III: High Stakes in France and Beirut

Abstract:
On January 25, Lebanon will participate in Paris III, the third international donor conference for Lebanon convened by French president Jacques Chirac since February 2001. The top agenda items are grants and soft loans for Lebanon and the economic reform plan of Lebanese prime minister Fouad Siniora. For Siniora and his "March 14" ruling coalition, the success of the conference -- i.e., international commitments to provide billions to Lebanon -- is exceedingly important, as the government is coming under increasing pressure from the Hizballah-led opposition. Indeed, this week, the opposition upped the ante in its continuing effort to topple the Siniora government, closing key Lebanese arteries, including the highways into Beirut and the airport road. If Paris III is broadly perceived as "successful," it will strengthen Siniora and demonstrate that the March 14 coalition can govern and advance key Lebanese interests without Hizballah participation in government. Should international donors not prove particularly generous, the momentum will shift toward the opposition.

Abstract:
Lebanon has secured pledges for assistance roughly equal to its $3.6 billion estimate of what is required to rebuild from the recent war. Though foreign assistance will be an important element in the short-term physical reconstruction, it will do little to help Beirut contend with the longstanding structural maladies afflicting the economy—particularly $40 billion in government debt. Lebanon also faces the challenge of how to reinforce central government authority in the face of Hizballah's efficient reconstruction efforts.
