Following this weekend's widespread disturbances in Libya, Muammar Qadhafi could lose power within hours or days as his military units and security services crumble in the face of popular discontent. Alternatively, he could decide -- in the ominous words of his son Saif al-Islam -- to "fight to the last bullet," which suggests even more horrific levels of violence and anarchy. In a rambling television broadcast today, February 22, the colonel pledged to "die as a martyr."

2. Renewed Violence against Egypt's Coptic Christians

Abstract:
On January 6 -- Christmas Eve according to the Eastern Orthodox calendar -- six Coptic Christians and a policeman were killed in a drive-by shooting while exiting church in Naga Hammadi, Upper Egypt. The attack, which came in retaliation to an alleged rape of a twelve-year-old Muslim girl by a Christian man, was the largest assault on Copts in Egypt since a January 2000 massacre left twenty dead in Sohag. The days since the shooting have been marked by violent clashes and the burning of Christian and Muslim property. These developments have unfolded against the background of increased political pressure on Islamists -- evoking the 1990s, when the killing of Copts by Islamist militants was a routine occurrence and the Egyptian Muslim Brotherhood (MB) was banned from political participation. Thus, while Naga Hammadi might be an isolated incident, it could also presage the return of Egypt's Islamists to the bloody sectarian attacks of the 1990s.

3. The Obama Administration Reaches Out to Syria: Implications for Israel

Abstract:
In early March, two senior U.S. officials traveled to Damascus for the highest-level bilateral meeting in years, part of the new administration's policy of "engagement." Washington seeks to test Damascus' intentions to distance itself from Iran. While a "strategic realignment" of Damascus is unlikely, in the short term the diplomatic opening is sure to alleviate international pressure on Damascus. The Assad regime made no secret of its preference for Barack Obama last November. At the same time, Syrian regime spokesmen appear to be setting preconditions for an effective dialogue, saying Washington would first have to drop the Syria Accountability Act sanctions and remove Syria from the list of State Sponsors of Terrorism. U.S. diplomatic engagement with Syria comes at a particularly sensitive time, just a few months before the Lebanese elections, where the "March 14" ruling coalition faces a stiff challenge from the Hizbullah-led "March 8" opposition, and Washington has taken steps to shore up support for its allies. Should the U.S. dialogue with Damascus progress, Washington might consent to take on an enhanced role in resumed Israeli-Syrian negotiations. However, U.S. participation on the Syria track could conceivably result in additional pressure for Israeli concessions in advance of any discernible modifications in Syria's posture toward Hizbullah and Hamas. Based on Syria's track record, there is little reason to be optimistic that the Obama administration will succeed where others have failed. Washington should not necessarily be faulted for trying, as long as the administration remains cognizant of the nature of the regime. Damascus today remains a brutal dictatorship, which derives its regional influence almost exclusively through its support for terrorism in neighboring states and, by extension, through its 30-year strategic alliance with Tehran.

Abstract:
On Wednesday, an international conference will open in Italy to discuss the state of Lebanon and explore potential formulas for an Israeli-Hizballah ceasefire. Current conditions make an immediate ceasefire unlikely, but should changing events make a ceasefire possible, one of the first priorities for the Bush administration and the international community will be to find a mechanism to reinvigorate and implement the remaining stipulations of UN Security Council Resolution 1559. In particular, that means disarming Hizballah. The group will no doubt oppose international and domestic efforts to disarm it, but the Lebanese government and the international community can take steps in the context of a ceasefire to consolidate Lebanese resentment toward Hizballah and press ahead with Resolution 1559.

Abstract:
Hizballah has been deployed along the blue line, the internationally accepted border between Lebanon and Israel, since May 2000 when the Israeli army left southern Lebanon. Hizballah's fulltime strength is 500–600 well trained, combat experienced fighters, but in an emergency the organization can also call upon thousands of other fighters with elementary training. Training continues in the eastern Bekaa valley, although at a much reduced rate compared to the 1990s. At present, Hizballah uses Shebaa Farms to justify its military operations and continued weapons possession, a rationale based on the claim that the Shebaa Farms are Lebanese territory occupied by Israel, even as the United Nations considers this territory to be Syrian.

On May 7, Lebanese Druze leader and member of parliament Walid Jumblat told reporters in Cairo that Hizballah should disarm. These comments came just four days after Jumblat offered his assistance to the Syrian opposition in establishing "a democratic and free Syria." Jumblat has always been an enigmatic and unpredictable interlocutor, and his recent statements on Syria and Hizballah typify his disregard for the conventions of the Lebanese political establishment. While many Lebanese may quietly support Jumblat's truth telling, his statements are sure to increase his list of powerful enemies.

On September 12, in the media haze of the September 11 terrorist outrages, the State Department delivered to Congress the semi-annual report assessing PLO and Palestinian Authority (PA) compliance with their "peace process" commitments. On the plus side, this document — the first covering a period on the watch of the Bush Administration — goes further than any previous report in citing PLO/PA acquiescence and even connivance in acts of violence. Regrettably, however, it follows the pattern of previous reports in failing to provide a full and unvarnished appraisal of PA/PLO compliance with its anti-terror, anti-violence and anti-incitement responsibilities.

In the aftermath of the horrific Hamas suicide bombing of a Jerusalem pizzeria on August 9, President Bush once again called on Palestinian Authority (PA) leader Yasir Arafat to take the necessary steps to end the violence. Inside the PA, however, there is little discussion about a cessation of violence. Instead, the principal topic of discussion in the PA today concerns the prospect that Hamas, the Palestinian Islamic Jihad (PIJ), and the leading nationalist opposition groups may join a Palestinian "government of national unity," formalizing the already close cooperation between these groups.

As Secretary of State Colin Powell arrives in Tel Aviv today to shore up the shaky Israeli-Palestinian ceasefire, across the river in Jordan, King Abdullah is quietly coping with his own separate but related crisis. On June 14, without any prior warning, Ibrahim Ghawsheh, the Hamas spokesman expelled from the kingdom in 1999 for his political activities, arrived at Queen Alia Airport on a Qatari Airways flight from Doha. Jordanian authorities refused him entry, and Ghawsheh, who is sixty-five-years-old, has since remained in custody at the airport. The Ghawsheh standoff-which comes as King Abdullah prepares to postpone impending elections and modify the electoral law-highlights the kingdom's ongoing difficulties with its Islamists.

This morning, the text of the long-awaited Mitchell Commission Report, an account of the past seven months of Israeli-Palestinian violence written by a five-member committee headed by former Senate majority leader George Mitchell, was made publicly available. Conceived as a "committee of fact finding" at the October 17, 2000 Sharm al Shaykh conference, its stated goal was to answer "What happened," "why it happened," and how the "recurrence of violence [could] be prevented."
