Abstract:
There are up to 1.4 million people in southwestern Afghanistan whose livelihoods are under threat. These people reside in the former desert areas of Farah, Nimroz, Helmand and Kandahar. In the 1990s, this region was largely barren uninhabited land, apart from the valley of Khash Rud in Nimruz and the lower part of Marjah. Drawing on fieldwork conducted over a 10-year period, and using high-resolution remote imagery, this paper charts the processes that led to the encroachment, settlement and transformation of the deserts of the southwest. It documents how patterns of migration to these areas varied over time and by location, and details how these once barren landscapes were transformed into areas of permanent settlement. The paper then provides evidence of how this rapid transformation has impacted the population that reside there, and outlines the threats to the long-term viability of their livelihoods. Finally, the paper recommends solutions to the pressures on this population, not just in addressing the factors that drive migration to these former desert areas, but also interventions that might ease the economic, social and environmental challenges that those living there currently face, potentially preventing a massive displacement of people within Afghanistan, to neighbouring countries and possibly further afield.

Abstract:
It was following the fall of the Taliban regime that people began to encroach upon the deserts of south west Afghanistan and claim it as their own. After an initial investment in shallow wells that ran dry, increasing numbers of settlers began to use percussion drills to sink wells into the ground up to 130 metres in depth. Then, with affordable diesel generators and waterpumps imported from Pakistan and China these farmers transformed what was once rocky desert soil into productive agricultural land.

3. The Helmand Food Zone: The Illusion of Success

Abstract:
This study documents how the Helmand Food Zone was developed, its origins and architects, as well as the different actors involved in the implementation and the subsequent challenges of delivery. Initially presented as a drug control project, the Helmand Food Zone came to be accredited for supporting stabilisation and governance in the Helmand province between 2008 and 2012. Driven by political demands rather than evidence, the program became a flagship in Helmand, and lauded as a success, despite evidence to the contrary. The study builds on in-depth fieldwork and high-resolution satellite imagery collected before, during and after the implementation of the Helmand Food Zone, as well as interviews with some of the main protagonists in the donor community. In total, 4,122 household interviews took place with farmers over an 11-year period in either all or some of the 28 research sites in Helmand province, in areas both north and south of the Boghra canal. The latest body of fieldwork was conducted in spring 2018 and consisted of 310 interviews in the same research sites, supplemented with a further 52 interviews with women who resided in former desert areas.

Abstract:
An issue largely ignored in the current debates on peace and reconciliation is that of illegal drugs production. Drawing on the authors long term research in Afghanistan the paper analyses the role that illicit drugs and the monies they generate play in the conflict. It should not be forgotten that illicit drugs production and trade is currently the largest single economic sector in Afghanistan. Opium poppy is the country’s most valuable cash crop worth US$863 million4 and employs more people than any other industry in Afghanistan, over 500,000 Full Time Equivalent. The crop occupied an estimated 263,000 hectares of land in 2018; three times more land than it did in 2000 when the Taliban imposed an outright ban. Conservative estimates suggest that opiates alone made up more than 10 percent of Gross Domestic Product in 2018 and that over US$ 40 million in taxes were earned by different armed groups along the value-chain. Given the economic and political importance of the illicit drugs economy in Afghanistan it is unwise to assume the problem away or look to resolve it with wishful and simplistic policy responses - or as the Afghan proverb says the sun cannot be hidden by two fingers.

Abstract:
This “watching brief” has described a number of trends with respect to agriculture, land settlement, and opium poppy in several areas of Afghanistan. It highlights two separate but highly related issues. First, what will be farmers’ response to changes in technology and agro-economic conditions? While cost-reducing technology such as solar-powered tubewells may allow the cultivation of crops with lower returns than that of opium poppy, will farmers choose to grow these crops or will they stay with poppy? Will they even look to cultivate a second crop of opium poppy in May as some reports from the field suggest? Second, while the new technology has allowed the expansion of agricultural production to former desert areas and supported livelihoods for marginalised households, given Afghanistan’s tenuous water resources (leaving aside climate change) and population growth rate, how sustainable is an agriculture that continues to deplete groundwater resources by allowing their use on an essentially “free” basis?

8. Licensing Afghan Opium for Medicinal Use: Why It Won't Work

Abstract:
With large increases in Afghan opium cultivation and production in 2013 and 2014, there is a risk that resulting frustration may give rise to a search for extreme but unproductive solutions. There are no easy solutions to the illegal narcotics problem. The proposal that Afghanistan could shift to licensed production of opium for pain medications will not work. Due to severe problems with governance, rule of law and security, opium licensing in Afghanistan would be subject to extremely high leakages. Afghanistan's comparative advantage in supplying the illicit market means that it would likely expand cultivation to meet demand in both markets. Afghanistan is a high-cost producer of opium, and prices for licensed opium are much lower than on the illegal market, so profits might well be marginal or even negative. Existing producers of licensed opiates— Australia, Turkey, India, France and others—would strongly oppose any move to let Afghanistan become a competitor on the licensed market. Even if a more liberalized market for opiates is envisioned, technological advances and modern techniques in other countries mean that Afghanistan could not be a competitive producer.

It is now clear that the production and trade of opiates will have a significant influence on not only the economic, political and security landscape, but even the physical terrain of post-Transition Afghanistan. Levels of opium poppy cultivation are already rising; estimated cultivated area rose by 18 percent in 2012 and is likely to rise significantly over the next few years. And this trend may intensify further as politico-military actors make deals and form coalitions in response to the 2014 handover of security responsibility from the North Atlantic Treaty Organisation (NATO) to the Afghan National Security Forces (ANSF).
