Abstract:
As the Hamas-Israel war enters a new phase, Prime Minister Binyamin Netanyahu is finding it increasingly difficult to balance relationships inside his government and with the White House. On the military front, Israel has taken most of northern Gaza, though an estimated 5,000-6,000 Hamas fighters remain active in various tunnel networks. Major combat operations have largely shifted to central and southern Gaza, while the Israel Defense Forces (IDF) have released most of the 360,000 reservists mobilized at the beginning of the war and withdrawn some forces for retraining. Yet the situation is murkier on the diplomatic and political fronts. Earlier today, Netanyahu and President Biden spoke with each other for the first time in almost four weeks, and the prime minister is fundamentally at odds with Benny Gantz’s centrist National Unity party. When Gantz joined the government shortly after the October 7 attacks, he helped dilute the influence of the far-right parties led by Finance Minister Bezalel Smotrich and National Security Minister Itamar Ben-Gvir while focusing the cabinet on the mutual goal of driving Hamas from power in Gaza. Yet their policy differences have become more salient since then, and Netanyahu seems convinced that Gantz—who is riding high in the polls—will soon leave the government to capitalize on the prime minister’s wartime unpopularity in potential early elections. This has made Netanyahu more dependent on his far-right ministers, much to the consternation of the White House.

On the thirtieth anniversary of the landmark Oslo I Accord, the Washington Institute for Near East Policy has published a remarkable compendium that includes essays by officials who played significant roles in the Israeli-Palestinian peace process from the deal’s signing in September 1993 through the present. The volume includes personal perspectives from former diplomats, analysis of public opinion among Israelis and Palestinians, and policy recommendations for U.S. officials. The writers conclude that while the prospects for peace appear dim at the moment, wise policymaking may yet fulfill the promise of the Oslo Accords.

The October 1973 War is bound to continue to fascinate historians and many others for a long time to come. There are countless dimensions to the last of the Arab-Israeli interstate wars. The obvious military aspects of the war alone are worth thousands of pages. Then there is the superpower dimension, given that the 1973 War was the first conflict of the new period of détente between the United States and the Soviet Union. There is also a leadership angle, since none of the three leaders of the United States, Egypt, and Israel were around during the 1967 War and each felt they were now being tested. There are also the public domestic dynamics and decision-making struggles each country faced, alongside other countries with various levels of engagement like Syria and Jordan. Moreover, there is the role of regional players before, during, and after the war. Needless to say, historians of the war will remain busy for quite some time. I will explore two of these many dimensions: first, an example of the miscalculations within the United States, Israel, and Egypt that impacted the war and second, the legacies of the 1973 War that cannot be separated from the miscalculations.

Springtime in Israel has been marked by instability, from a spate of deadly terrorist attacks to the resignation of Idit Silman from the coalition government and violent clashes in Jerusalem. If the latest U.S. effort winds up backing the Palestinians into a territorial corner from the outset, then Washington may not be able to move the process any closer to direct negotiations. The newly released U.S. peace plan marks a very significant shift in favor of the current Israeli government’s view, especially when compared to three past U.S. initiatives: (1) the Clinton Parameters of December 2000, (2) Secretary of State Condoleezza Rice’s “Annapolis Process” of 2007-2008, and (3) Secretary of State John Kerry’s 2013-2014 initiative. The message is clear: the Trump administration will no longer keep sweetening the deal with every Palestinian refusal, a criticism some have aimed at previous U.S. efforts. Yet the new plan raises worrisome questions of its own. Will its provisions prove so disadvantageous to the proposed Palestinian state that they cannot serve as the basis for further negotiations? And would such overreach enable Palestinian Authority president Mahmoud Abbas to sway Arab states who have signaled that they want to give the proposal a chance, convincing them to oppose it instead? If so, the plan may wind up perpetuating the current diplomatic impasse and setting the stage for a one-state reality that runs counter to Israel’s identity as a Jewish, democratic state. This two-part PolicyWatch will address these questions by examining how the Trump plan compares to past U.S. initiatives when it comes to the conflict’s five core final-status issues. In a dramatic move, President Trump has announced that Israeli prime minister Binyamin Netanyahu and his leading rival, Blue and White Party leader Benny Gantz, will visit the White House on January 28 to be briefed on the administration’s long-awaited Middle East peace plan. Trump told reporters that the plan would likely be released before the summit. Predictably, no invitation was extended to the Palestinian Authority, which severed relations with Washington after the U.S. embassy was moved to Jerusalem in 2017.

Abstract:
Israeli parties are placing a premium on capturing marginal votes within their blocs rather than competing across the left-right spectrum, and this status quo is working to Netanyahu's benefit. Israeli election polls have been fairly stagnant in the lead-up to the March 17 parliamentary vote, despite a plethora of campaign tactics to shake up the race. Some fluidity has been seen within the wider political blocs, but little if any between them. Socioeconomics, geography, and ethnicity have reinforced the current blocs, making wild swings unlikely. Typically, Israel's upper-middle-class, secular Ashkenazi (European origin) voters tend to focus on the high cost of living and concerns about the country's potential isolation in Europe, making them more likely to vote center-left. In contrast, Sephardic (Middle East origin) voters with more traditional and humble socioeconomic roots tend to focus on security threats and are therefore more likely to vote right. The clear segmentation of the political spectrum has led to a variety of mini-races rather than one overarching race.
