Abstract:: PRISHTINA, KOSOVO—For nearly two years Kosovo, the world's newest nation, has struggled to be recognized as a sovereign state. On July 22, 2010, the International Court of Justice [ijc] removed uncertainty about Kosovo's status since its declaration of independence from Serbia on February 17, 2008—concluding that the declaration did not violate international law. But Kosovar Albanians knew long before the court's opinion that their freedom from Serbia was, and remains, irrevocable. They would never stand for the return to Serbian control.

Abstract:: This report evaluates the international community's response to the conflict in Abkhazia. It recommends a package of immediate measures to the Georgian and Abkhaz sides to prevent the escalation of violence. As part of a multi-year strategy, it also suggests steps that Georgians, Abkhaz, and international stakeholders can take to lay the ground for future negotiations. In addition, the report proposes a diplomatic initiative by the United States and the European Union (EU) that would restore Georgia's sovereignty, while preserving the interests of Abkhaz.

Saltzman Institute of War and Peace Studies of the School of International and Public Affairs at Columbia University, and the Atlantic Council of the United States. This report recognizes that democracy assistance is essential to the promotion of US foreign policy and global interests, and offers political and technical recommendations in order to enhance democracy assistance.

It is about the distribution of political power through institutions and laws that guarantee accountable rule. The real fight for power will be over Iraq's permanent constitution.

Abstract:: The Republic of Georgia suffers from pervasive problems. Popular frustrations boiled over after the November 2, 2003, parliamentary elections, which international observers determined were fraudulent. Facing mass protests and civil disobedience, President Eduard Shevardnadze resigned. The so-called revolution of roses culminated in a peaceful transfer of power when Mikhail Saakashvili assumed the presidency after receiving 96 percent of the vote in a special ballot on January 4, 2004.
