Abstract:: Support for human rights principles is essential for sustaining political support for the fight against global terrorism. Nothing erodes support for antiterrorism measures more than the perception that such programs are eroding basic individual freedoms. Disregard for the rule of law and an overreliance on repressive measures alienates many of the social groups and political constituencies whose cooperation is needed in the collective struggle against terrorism.

Abstract:: International sanctions intended to counter terrorism have been criticized for violating human rights and failing to comply with due process legal standards. Blacklisting practices have impeded the work of certain civil society groups and charities. The resulting controversy has eroded the credibility of UN Security Council counterterrorism sanctions and made it more difficult for some states and regional organizations to comply with these measures. Action is urgently needed to reform current listing and delisting procedures through a strengthening of due process procedures.

Abstract:: Repressive counterterrorism measures (CTMs) have led to an erosion of civil liberties and human rights in many countries. The repercussions have been felt keenly by civil society groups, especially in the global South. Overly restrictive security policies have contributed to a climate of suspicion toward nongovernmental groups, particularly those that challenge social exclusion and unequal power relations. Many of the organizations that work against extremism by promoting human rights and development are themselves being labeled extremist and are facing constraints on their ability to operate.
