Abstract:
Throughout the 1990s multilateral interventions deviated significantly from their predecessor missions in a number of important ways. For one, the central characteristics of traditional peacekeeping missions - the use of force for self defense only, the interposition of troops after a ceasefire and the maintenance of tactical and strategic impartiality - no longer provided the delimiting boundaries for presumed mission success. Second, intrastate conflicts proved to be decidedly more complex and often more deadly for both the belligerents and peacekeepers as well as ordinary citizens caught in the fray. Third, in order to execute functions such as guaranteeing the safe passage of humanitarian assistance, assisting displaced persons, and stopping the killing of ordinary citizens, peacekeepers often resorted to more forceful measures.

Our collaboration began in early 1998, as a proposal for a two-panel mini-workshop on conflict prevention for the 1999 International Studies Association meeting in Washington, DC, USA. The project has subsequently developed into a multi-year project with two book-length volumes and various dissemination activities.

This piece constitutes a report of the workshop “From Rhetoric to Policy: Towards Workable Conflict Prevention at the Regional and Global Level” held at INSTRAW, Santo Domingo, Dominican Republic from December 14-16, 1998. Jointly organised by the United Nations University and the Norman Paterson School of International Affairs, Carleton University, the workshop drew participants from the UN system, the academic community and practitioners in the field. The workshop, which represents the second stage of a general project aimed at 'Translating Rhetoric into Policy,' focussed on examining training needs for conflict prevention through the involvement of local actors.
