Abstract:
This policy brief draws on research by the Centre for the Study of Violence and Reconciliation (CSVR) into the Community Work Programme (CWP), a public employment initiative in South Africa. The policy brief outlines the function of the CWP, both as an employment safety net, and as a vehicle for community development. It also identifies several ways in which different CWP sites vary in terms of their efficiency, fairness and social impact. After identifying what allows some CWP sites to perform better than others, it makes several recommendations to strengthen the CWP.

This report draws on fieldwork conducted in Manenberg (in Cape Town) in early 2014. It discusses how the Community Work Programme (CWP), a public employment initiative, has impacted on relationships between community members, as well as between communities and governance structures in Manenberg. The report is one of six community case studies conducted by the Centre for the Study of Violence and Reconciliation (CSVR) to investigate the effects of the CWP on violence prevention and social cohesion.

Abstract:
This report summarises the presentations and discussions held on 21 and 22 July 2011 at a workshop entitled "Developing a use of force policy for the SAPS". The workshop was held at the Emoyeni Conference Centre in Parktown, Johannesburg, and was hosted jointly by the Centre for the Study of Violence and Reconciliation, the African Policing Civilian Oversight Forum and the Institute for Security Studies.
