Abstract:
The situation in Syria has gone from bad to worse. United Nations (UN) observers have been unable to do more than report on numerous violations of the UN Security Council (UNSC)–sponsored ceasefire as well as atrocities committed against civilians. The authorities restrict their movements, threaten their security, and interfere with their communications. The Syrian government continues to use artillery, helicopter gunships, and paramilitary shabiha (loosely translated as “thugs”) against peaceful protesters as well as armed insurgents. The Free Syrian Army and other insurgent forces control at least some territory and are attacking Syrian security forces and installations. Unknown assailants have committed a series of bombings against government offices and assassinated senior defense figures. Arms are flowing to the government from Russia while Saudi Arabia and Qatar are supplying the Free Syrian Army.

Abstract:
Kosovo should not be allowed to stagnate as a "frozen conflict." There are well-established principles that can provide a basis for moving forward. Talks between Belgrade and Pristina on a framework for managing their relationship on practical issues are both possible and necessary, even if they do not happen right away. The time available should be used for careful preparations, especially by Pristina. As Belgrade and Moscow present serious challenges, a joint EU/U.S. effort has the best prospects for success to prevent a "frozen conflict."

Abstract:
The Balkans face more trouble in Kosovo as well as Bosnia and Herzegovina unless the United States and European Union take dramatic steps to get both back on track towards EU membership. In Bosnia, the international community needs to reconstitute itself as well as support an effort to reform the country's constitution. In Kosovo, Pristina and Belgrade need to break through the barriers to direct communication and begin discussions on a wide range of issues. This brief proposes specific diplomatic measures to meet these needs.

In meetings conducted in Baghdad in May 2009, senior Iraqi leaders indicated how they interpret January's provincial election results, expressed concerns about the recent downturn in security, lamented the tremendous financial pressure the government is feeling due to the decline in oil prices, and projected their hopes for national elections slated for 30 January 2010. The Iraq is, numbering about 20, represented the highest level of nearly all of the main Iraqi political factions, including leaders in the Council of Representatives (COR), members of the presidency, and top officials in the government.

The Iraqis, numbering about 40, included parliamentary leaders, members of the presidency and their staffs, top government officials and leaders in both the Anbar and Baghdad "Awakenings" (tribal groups prepared to fight Al Qaeda and guard their own neighborhoods.

Abstract:
Why does the United States support Kosovo's independence, even putting at risk its relations not only with Serbia but also with Russia? And how does Washington plan to contain the consequences? It is often assumed that Washington's position is based on a sense of moral obligation, deriving not only from the mistreatment of Albanians under the Milosevic regime but also from American promises since. While this fact or unquestionably weighs on the side of the Kosovars, it is not I think decisive. Understanding Washington's support for Kosovo's independence requires an analysis of the consequences of further delay as well as the consequences of moving ahead, even in the absence of a UN Security Council resolution.
