Abstract:
Oxfam's research shows that less than three percent of the Syrian refugee population have actually arrived in rich countries through resettlement programmes. By analysing resettlement policies and practices in eight key countries, looking at capacity (i.e. investment in staff and facilities), security procedures, resettlement criteria and the general political climate towards refugees, this paper shows why resettling at least 10 percent of the refugee population from Syria is both necessary and possible.

The numbers of people in need as a result of the conflict in Syria continues to rise, but the international humanitarian response has not kept pace. The donor conference in Kuwait on 31 March 2015 is an opportunity to reverse that trend and put Syrian civilians first. Oxfam has developed indicators to help guide the fair level of commitment that each wealthy country should make in 2015 to alleviate the suffering of those affected by the Syria crisis: The level of funding each country makes available for the humanitarian response, relative to the size of their economy (based on gross national income); The number of Syrian refugees each country has helped to find safety through offers of resettlement or other forms of humanitarian protection, again based on the size of the economy.

The unanimous adoption of UN Security Council Resolution 2139 (UNSCR 2139) at the end of February 2014 brought with it much needed hope for people in Syria and across the Middle East. In the resolution, the UN Security Council (UNSC) – the body responsible for international peace and security – called for an urgent increase in access to humanitarian aid in Syria and demanded that all parties immediately cease attacks against civilians, end arbitrary detention, kidnapping and torture, and lift sieges of populated areas.

With no end to the conflict in Syria in sight, the four million people forced to flee the country have no foreseeable prospect of safe return. And as the impact of the crisis on neighbouring countries grows and aid dries up, the situation for these refugees is becoming increasingly dire. This briefing calls for a new approach by the international community, including Syria’s neighbours; one which offers hope, safety and dignity to the millions of refugees, and gives them a chance to contribute to the societies and economies of their hosts.

While the world's attention is on crises in Gaza, Ukraine and elsewhere, the humanitarian crisis in Syria continues to deteriorate beyond anything that could have been envisaged when protests broke out over three years ago. A staggering 190,000 people have been killed and 6.5 million displaced inside the country, and the conflict shows little sign of abating. There are three million registered refugees from Syria in neighbouring countries and an unknown number who have not registered. Jordan's planning minister has highlighted the fact that the presence of Syrian refugees in Jordan is akin to 'the United States absorbing the entire population of Canada'.
