Abstract:
On March 1, 2013, the U.S. Department of Defense lost $37 billion overnight to sequestration. The cut marked the first wave of a series of planned cutbacks that will shrink future budgets across the federal government by about $1 trillion over nine years. The reductions had been set in motion back in 2011, when a special “super committee” established by the Budget Control Act (BCA) failed to reach a deficit-reduction agreement, triggering automatic cuts designed to punish both parties. Unlike other budget cuts, sequestration is implemented across the board, taking the same percentage bite out of every account. Except for the decision to spare the military personnel account that provides the pay for the United States' men and women in uniform, defense leaders had no choice about where to take the 2013 cuts. And so, with just seven months left in the fiscal year, sequestration abruptly erased about eight percent of the the Pentagon's budget for the year.

2. Paying for Homeland Security: Show Me the Money

In January 2003, the Bush administration drew 22 dis- parate agencies and some 170,000 employees into a new Department of Homeland Security (DHS). Proponents of the reorganization hoped a single department under a single cabi- net secretary would foster unity of effort across a substantial portion of the federal activities related to domestic security. A key tool would be the department’s budget. With all the agencies beholden to him for their money, the secretary could promote and reward much-needed integration across the department. He could wield the budget tool to expand high priority activities, eliminate or defer the less important or redundant ones, and reallocate the workforce to fill gaps in high-risk areas. A look at budgets since the department was established reflects little in the way of realignment, however. Department funding rose by more than 40 percent between 2003 and 2007, but there has been only minimal reallocation of bud- gets from areas of lower risk or priority to functions the department says are more important. With the exception of added spending to support the Secure Border Initiative announced by President Bush in November 2005, the depart- ment’s main operating components each enjoy about the same share of the DHS budget today as they did when the department was created.1 The result is that— despite the heavy cost in both dollars and institutional disruption—the United States is not getting what it should out of the reorganization.

3. Budgets to Make America Safer

Abstract:
Since September 2001, federal budgets for national security have climbed more than 50 percent in real terms. Unfortunately, much of the added money reflects “business as usual” rather than programs aimed at making the nation safer from today's threats. Compared with past decades, national security spending makes up a relatively small share of the U.S. economy. Nevertheless, with the federal debt growing rapidly and as large numbers of baby boomers approach retirement age, many observers expect future federal budgets to be tight. Thus it is critically important to ensure that national security funds go to projects that make the nation more secure. This article examines broad changes in national security budgets since September 2001. It first reviews the three categories of federal spending for national security. It then examines how budgets in those categories have changed since September 2001. It ends with a look at alternatives that seem more relevant in an era of international mass-casualty terrorism.

4. Filling the Army's Ranks for the Iraq War

Abstract:
Some two years into the occupation in Iraq, the U.S. Army faces a serious staffing challenge. As of May 30, 2005, the active-duty Army had missed its recruiting goals for four months in a row. If things do not improve substantially, the service will have only 10 percent of needed enlistees pre-signed for basic training at the beginning of 2006; normally it begins the year with about one-third of its trainees already committed to contracts.
