Abstract:
Varied incremental steps that embody and signal the accumulating commitment to a minimally acceptable common political future for Korea are key to this process. Progressive reduction of cross-border invasion threats through mutual confidence building force restructuring will constitute a virtuous circle of reinforcement for a changed relationship. [Through the] accumulation of the sunk costs of iterative reciprocity North and South Korea will arrive at a point where the demonstrated commitment to smaller restructured military postures is sufficient to allow rapid progress toward a stable level and disposition of arms compatible with a new peaceful political relationship.

2. The Marawi crisis—urban conflict and information operations

Abstract:
The seizure of Marawi in the southern Philippines by militants linked to Islamic State (IS) and the response to it by Philippine authorities provides useful insights to Australian and other policymakers, with relevance for force structure, concepts of operations and the breadth of activity required to deal effectively with the consequences of an urban seizure. One overall insight is that the increasing urbanisation of global populations, combined with proliferating information technologies, means there’s a need to be prepared both for military operations in urban environments and for a widening of what policy/decision-makers consider to be ‘the battlefield’ to include the narrative space. The siege showed the unpreparedness of the Armed Forces of the Philippines (AFP) for an urban fight: the AFP took five months to recover the city, leaving it in ruins and sustaining a notable number of casualties. This will obviously provide a set of lessons and insights to the Philippine military and authorities, but it also can allow other governments and militaries to assess their own readiness to deal with urban operations, either as assisting partners or in their own territories. This seems especially relevant to considering capability options for supporting allies facing comparable challenges, which could reduce military and civilian casualties in future operations. The insurgents’ seizure of Marawi was accompanied by a systematic IS propaganda campaign (online and offline) aimed at projecting an image of triumph and strength. The AFP engaged in active counter-messaging to undermine militants’ narratives, encompassing the online space as well as more traditional methods of messaging, such as leaflet drops, banners, and radio and loudspeaker broadcasts. In the tactical sphere, this was aimed at avoiding civilian casualties as well as stemming further recruitment by and popular support for the insurgents. In the longer term, the overarching goal was to morally denounce the militants and undercut their support bases. Considering the centrality of ideology and information operations (IOs) in the future operating environment, the Marawi crisis offers an instructive case when preparing for the challenges of an evolving threat landscape. This report therefore examines both the capability aspects of kinetic hard power and the lessons from soft-power IOs, and how they intertwine in the urban environment.

Abstract:
Most interlocutors thought that there is almost no chance that the presently stringent sanctions can force the DPRK to agree to disarm. The Chinese and the Russians generally believe that the maximal concession that sanctions can win from the DPRK is an agreement to freeze their warhead and missile development — particularly inter-continental ballistic missile (ICBM) development — in return for some combination of confidence-building measures, security guarantees, and progress toward political normalization. The North Koreans will not give up the nuclear weapons they already have… at least not until there is a permanent peace on the peninsula and the US is no longer understood to be an enemy.

Abstract:
The April 27, 2018 Inter-Korean Summit was a visibly cordial, even happy, event. At its conclusion, North and South Korea released a “Declaration of Peace, Prosperity and Unification.” This paper reviews a selection of key sections and phrases in “The Declaration” with attention to understanding their implications for the goal declared by both parties of ending “division and confrontation” on the peninsula and for addressing the overhanging issue of denuclearization. Notably, both parties strongly assert their rights as Koreans to take leadership in this task before them. Among the issues this review examines are the implications of various provisions in The Declaration for two great powers with long-standing interests in and influence on the Korean peninsula: China and the United States.

This briefing memo addresses trends in the incidence of terror in the post-Cold War period by comparing the number of international terror attacks on American interests with the overall number of terror attacks worldwide. We present the data year by year and as three year moving averages. We use data from the U.S. Department of State which is frequently cited as authoritative and usefully summarizes annual statistics.

In the first Clinton administration Secretary of Defense Les Aspin announced that the United States would seek the capability to undertake offensive counterproliferation strikes against proliferators of weapons of mass destruction (WMD). To this end Les Aspin's 1993 Bottom Up Review calls for "Improvements in the ability of both our general purpose and special operations forces to seize, disable, or destroy arsenals of nuclear, biological, and chemical weapons and their delivery systems."
