Abstract:
This policy analysis examines foreign policy making in Egypt and the United Arab Emirates (UAE). It highlights how internal power dynamics and the interaction between formal institutions and informal networks shape foreign policy making in these two different types of Middle Eastern autocracies. The study identifies the politically relevant elite coalitions and their impact on decision-making. In both regimes, the circle at the top of the power pyramid is rather small and characterized by informal and family ties. A small and homogeneous elite promotes cohesion, but also limits the diversity of opinions. The royal elite in the UAE and the military and intelligence elite at the core of the al-Sisi regime in Egypt pursue their own economic interests in the service of regime security and stability. The paper identifies areas where the regional and foreign policies/interests of the two friendly countries and their elites diverge.

Abstract:
THIS EVENT WAS PART OF THE "A BRAND NEW WORLD? SHIFTING POWERS IN INTERNATIONAL POLITICS OIIP ONLINE SERIES. Ever since President Obama’s "pivot to Asia" it has become clear that the US foreign and security policies are increasingly focused on China’s regional and global ambitions as a challenge to US interests in the Asia-Pacific. The Trump administration extended US security policy vis a vis Beijing to the economic arena through a protracted trade war, also banning several online apps and platforms such as TikTok, as well as the telecommunications giant Huawei. The European Union and its member states have remained silent and refrained from harsh rhetoric and policies towards China. What is the difference between US and European policies? What might change or remain the same under the Biden administration and what can be expected from China in the near future? We will discuss these and more questions with Carla Freeman, Executive Director of the Foreign Policy Institute and Associate research professor in China Studies at Johns Hopkins SAIS. Abstract:
Tunisia and Egypt are two countries that have experienced the fall of longstanding authoritarian leaders. Transitions in both countries then took entirely different directions. This paper deals with the question of whether and how political change in the two countries has affected their foreign policy-making towards the European Union (EU). Building on a liberal international relations (IR) perspective and elite theory, the paper focuses on the politically relevant elites (PRE). PRE shape discourses and influence decision-making processes. Building on the assumption that the composition and discourses of the PRE influence policies and positions towards the EU, the paper analyses the structure of the elites and their disputes over power resources.
