1. European Defence Cooperation and the Danish Defence Opt-Out

Abstract:
The Danish defence opt-out will hamper the protection of Danish interests if, in the future, there is dynamic integration, working towards increased European strategic autonomy. Conversely, the defence opt-out will be less important if the EU’s defence cooperation stagnates or is rolled back, for example due to internal disagreement among the member states. These were the main findings in the external DIIS report from 2019 that has now been translated to English. The report was commissioned by the Danish government in November 2018 and focuses on the development in the EU in the field of security and defence policy cooperation and its significance for Denmark. Picking up from the last DIIS report (2008), the new report focuses in particular on the period following the launch of the EU’s global strategy in the summer of2016. The analysis is based on interviews with experts, officials and representatives from the EU, NATO, Denmark and other Member States, as well as case files in the archive of the Danish Ministry of Foreign Affairs, official documents, and existing research.

Abstract:
Turkey-NATO relations are still sufficiently strong to keep the relationship from the brink, a new DIIS-report finds. But more dynamics are also gaining strength to render further troubles increasingly likely. The future of Turkey’s NATO membership has been the subject of heated debate of late, from both outside and within Turkey. What ramifications will Turkey’s purchase of the Russian S-400 surface-to-air anti-missile system have for Turkey’s NATO future? Has the Syrian conflict exposed deep strategic differences between Turkey and other key NATO members? In response to such questions, a number of foreign policy practitioners as well as researchers and long-standing Turkey watchers have cautioned that a number of centripetal forces – dynamics that keep member states together - remain sufficiently strong at a structural level to keep Turkey-NATO relations on track. There seems to be widespread agreement on both sides that the alternative is simply worse. At the same time, the report also argues that these centripetal forces are losing their strength, and that centrifugal forces pulling the alliance apart are gaining strength and salience. Barring wild card developments, the net result is that this will increase the likelihood of further troubles ahead for Turkey-NATO relations The report is based on an analysis of the published policy commentary, scholarly literature, as well as a series of semi-structured interviews conducted with practitioners and academic experts during the course of 2019.

3. The Legacies of the Holocaust and European Identity after 1989

Abstract:
Since the fall of the Berlin wall, Europe has experienced an increased interest in the Holocaust. After more than half a century, several countries have confronted the more neglected aspects of their Second World War history, publicly admitting their cooperation with the Nazi regime and their participation in the deportation of Jews. How can we explain this change? Is there a relationship between the growing interest in the Holocaust and a growing need for a shared history and some shared European values? Does the Holocaust represent a universal lesson that unites the member states around the imperative: Never Again? In this DIIS Working Paper, Senior Researcher Cecilie Felicia Stokholm Banke will offer some explanations for how and why interest in the Holocaust developed in Europe after 1989. She will discuss whether there is a relationship between the legacies of the Holocaust and the need for a European identity. And she will point to some general patterns in the way the Holocaust has been dealt with, based on a phase model that I have developed.

Den franske præsident gjorde sig i begyndelsen af 2008 bemærket med sit forslag om Holocaust-undervisning for alle børn i 10-års alderen. Men Frankrig har længe været foregangsland for bevarelsen af mindet om Holocaust. Sarkozy gør reelt, hvad andre regeringsledere har gjort før ham. Han inddrager Holocaust – Shoah – i sin egen politiske strategi. Og det siger mere om, hvilken betydning mindet om Holocaust har i den internationale politiske kultur, end det siger om Sarkozy.
