Abstract:: Application of the federal principle of shared sovereignty to external security policies directed against foreign states can easily give rise to a situation in which the federation ceases to be an indivisible subject in an international setting. This can in turn lead to conflicts between the two levels. A comparison of three instances of sanctions adopted by federated states - the sanction policies of Massachusetts in support of the democratisation of Myanmar/Burma (1996-2000), the divestment policies of Illinois in opposition to the governmental policies of Sudan (2006- ), and the participation by Flanders in Belgian and European sanctions in protest against the Freedom Party's participation in the Austrian government (2000) - confirms this thesis.

Abstract:: This study focuses on 'Europeanisation' as an instrument of conflict resolution in the south eastern periphery of the EU. By 'Europeanisation' we mean the cultural, legal, institutional and economic impact of European integration on domestic structures. The introduction of such institutional mechanisms and processes takes place at formal and informal levels. By European integration we do not only mean accession to the EU, but also participation in the wider European international organisations such as the OSCE, Council of Europe, NATO's Euro-Atlantic Partnership Council/Partnership for Peace (EAPC/PfP) and Confederation of Independent States (CIS). All these organisations have their own concepts of Europe.

Abstract:: Since its declaration of independence on April 1991, Georgia's sovereignty has been challenged by civil war and by secession attempts on the part of Abkhazia and South Ossetia. Negotiations on the reintegration of these two entities through federalization have failed. The Russian Federation, the United Nations (UN), and the Organisation for Security and Cooperation (OSCE) in Europe were involved in a series of negotiations on a federal division of powers between Georgia, Abkhazia, and South Ossetia, but these negotiations did not achieve practical results. The positions between the Georgian government and the Abkhaz authorities concerning the status of Abkhazia have been moving even further apart.

Abstract:: At a meeting in Kiev on 1-3 July 2002, the mediators for the Moldovan- Transdniestria conflict proposed, at the initiative of the OSCE, a draft agreement on the constitutional system that would regulate the distribution of competencies between Chisinau and Tiraspol. This draft agreement defines the Republic of Moldova as a “federal state”. The implementation of the agreement would be monitored and ultimately guaranteed by the Russian Federation, Ukraine and the OSCE.

Abstract:: The problems surrounding the Chechen conflict are indeed many and difficult to tackle. This paper aims at unveiling some of the mysteries covering the issue of so-called “Islamic fundamentalism” in Chechnya. A comparison of the native Sufi branch of Islam and the imported Wahhaby ideology is made, in order to discover the contradictions and the conflicts that the spreading of the latter inflicted in the Chechen society. Furthermore, the paper investigates the main challenges President Aslan Maskhadov was facing at the beginning of his mandate, and the way he managed to cope with them. The paper does not attempt to cover all the aspects of the Chechen problem; nevertheless, a quick enumeration of other factors influencing the developments in Chechnya in the past three years is made.
