21. Is Newer Better? Penn World Table Revisions and Their Impact on Growth Estimates

Abstract:
This paper sheds light on two problems in the Penn World Table (PWT) GDP estimates. First, we show that these estimates vary substantially across different versions of the PWT despite being derived from very similar underlying data and using almost identical methodologies; that this variability is systematic; and that it is intrinsic to the methodology deployed by the PWT to estimate growth rates. Moreover, this variability matters for the cross-country growth literature. While growth studies that use low-frequency data remain robust to data revisions, studies that use annual data are less robust. Second, the PWT methodology leads to GDP estimates that are not valued at purchasing power parity (PPP) prices. This is surprising because the raison d'être of the PWT is to adjust national estimates of GDP by valuing output at common international (PPP) prices so that the resulting PPP-adjusted estimates of GDP are comparable across countries. We propose an approach to address these two problems of variability and valuation.

22. Reconciling Climate Change and Trade Policy

Abstract:
There is growing clamor in industrial countries for additional border taxes on imports from countries with lower carbon prices. A key factor affecting the impact of these taxes is whether they are based on the carbon content of imports or the carbon content in domestic production. Our quantitative estimates suggest that the former action when applied to all merchandise imports would address competitiveness and environmental concerns in high income countries but with serious consequences for trading partners. For example, China's manufacturing exports would decline by one-fifth and those of all low- and middle-income countries by 8 percent; the corresponding declines in real income would be 3.7 percent and 2.4 percent. In contrast, border tax adjustment based on the carbon content in domestic production, especially if applied to both imports and exports, would broadly address the competitiveness concerns of producers in high income countries without seriously damaging developing-country trade. Therefore, as part of a comprehensive agreement on climate change, new WTO rules could be negotiated that would prohibit the extreme form of action while possibly allowing trade actions based on domestic carbon content as a safety valve.

23. Can Global De-Carbonization Inhibit Developing-Country Industrialization?

Abstract:
Most economic analyses of climate change have focused on the aggregate impact on countries of mitigation actions. We depart first in disaggregating the impact by sector, focusing particularly on manufacturing output and exports because of the potential growth consequences. Second, we decompose the impact of an agreement on emissions reductions into three components: the change in the price of carbon due to each country's emission cuts per se; the further change in this price due to emissions tradability; and the changes due to any international transfers (private and public). Manufacturing output and exports in low carbon intensity countries such as Brazil are not adversely affected. In contrast, in high carbon intensity countries, such as China and India, even a modest agreement depresses manufacturing output by 6-7 percent and manufacturing exports by 9-11 percent. The increase in the carbon price induced by emissions tradability hurts manufacturing output most while the Dutch disease effects of transfers hurt exports most. If the growth costs of these structural changes are judged to be substantial, the current policy consensus, which favors emissions tradability (on efficiency grounds) supplemented with financial transfers (on equity grounds), needs re-consideration.

24. Energy Needs and Efficiency, Not Emissions: Re-framing the Climate Change Narrative

Abstract:
The basic narrative on climate change between the rich and poor worlds has been problematic. The focus on emissions has made industrial countries inadequately sensitive to the unmet energy needs in developing countries. And it has led developing countries to adopt the rhetoric of recrimination and focus on the legacy of historical emissions by industrial countries. The ensuing blame game has led to the current gridlock. As a way out, we suggest some simple principles for determining equitable distribution of emission cuts between developed and developing countries to meet global targets. These principles emphasize basic energy needs and the equality of access to energy opportunities rather than emissions, taking account of development levels, as well as energy efficiency in creating such opportunities. To apply these principles, we develop a new data set to distinguish between energy needs and emissions-intensity for major developing and developed-country emitters and quantify the relationship between these variables and changes in income (or development). This quantification allows us to project emissions levels in 2050. Our main finding is that meeting global emissions targets equitably requires very large, probably revolutionary, improvements in the carbon intensity of production and consumption, much larger than seen historically. We conclude that a new shared narrative that places equality of energy opportunities at the forefront would naturally shift the focus of international cooperation from allocating emissions “rights” or reductions and blame to maximizing efforts to achieving technology gains and rapidly transferring them worldwide. Abandoning the setting of emissions targets for developing counries and creating instead a framework where all countries contribute to maximizing technology creation and diffusion is what Copenhagen should be about.

26. Criss-Crossing Globalization: Uphill Flows of Skill- Intensive Goods and Foreign Direct Investment

Abstract:
We tend to think of sophisticated goods and foreign direct investments (FDI) as flowing from high-income countries to lower-income countries, but flows in the opposite direction are increasing in frequency and significance. In this working paper, CGD senior fellow Arvind Subramanian and co-author Aaditya Mattoo document this trend and explore its consequences on source countries. Considering not only the composition of exports but their destination as well, they find a positive relationship between the uphill flows of sophisticated goods and FDI and economic growth, suggesting perhaps that development benefits might derive not from deifying comparative advantage but from defying it.

27. Currency Undervaluation and Sovereign Wealth Funds: A New Role for the World Trade Organization

Abstract:
Two aspects of global imbalances—undervalued exchange rates and sovereign wealth funds (SWFs)—require a multilateral response. For reasons of inadequate leverage and eroding legitimacy, the International Monetary Fund (IMF) has not been effective in dealing with undervalued exchange rates. We propose new rules in the World Trade Organization (WTO) to discipline cases of significant undervaluation that are clearly attributable to government action. The rationale for WTO involvement is that there are large trade consequences of undervalued exchange rates, which act as both import tariffs and export subsidies, and that the WTO's enforcement mechanism is credible and effective. The WTO would not be involved in exchange rate management, and our proposals do not entail the WTO displacing the IMF: Rather, they would harness the comparative advantage of the two institutions, with the IMF providing the essential technical expertise in the WTO enforcement process. On SWFs, there is a bargain to be struck between countries with SWFs, which want secure and liberal access for their capital, and capital-importing countries that have concerns about the objectives and operations of SWFs. The WTO is the natural place to strike this bargain. Its services agreement, the General Agreement on Trade in Services (GATS), already covers investments by SWFs, and other agreements offer a precedent for designing disciplines for SWFs. Placing exchange rates and SWFs on the trade negotiating agenda may help revive the Doha Round by rekindling the interest of a wide variety of groups, many of whom are currently disengaged from the round.

The Doha process focused on issues of limited significance while the burning issues of the day were not even on the negotiating agenda. The paper advances five propositions: the traditional negotiating dynamic, driven by private sector interests largely in the rich countries, is running out of steam; the world economy is moving broadly from conditions of relative abundance to relative scarcity, and so economic security has become a paramount concern for consumers, workers, and ordinary citizens; international economic integration can contribute to enhanced security; addressing these new concerns–relating to food, energy and economic security-requires a wider agenda of multilateral cooperation, involving not just the WTO but other multilateral institutions; and despite shifts in economic power across countries, the commonality of interests and scope for give-and-take on these new issues make multilateral cooperation worth attempting.
