1. Gamechanger: Australian leadership for all-season air access to Antarctica

Abstract:
Next year, the Australian Government will decide on whether to commit funding for a proposed year-round, paved aerodrome near the Australian Davis research station in East Antarctica. An all-weather, year-round, paved runway near Davis would have huge positive impacts on Antarctic science and logistics in East Antarctica, where there are no equivalent facilities. It would be the only paved runway in Antarctica. As with any major piece of infrastructure development, there’ll be inevitable environmental impacts from the construction and operation of the Davis aerodrome. However, we believe that with care, it should be possible to design, construct and operate a facility that satisfies both operational requirements and environmental obligations under the Madrid Protocol and relevant Australian legislation. If Australia doesn’t proceed with the aerodrome, another country may step into our shoes and take a similar proposal forward. It might be a country with lower standards of environmental assessment and a lesser track record of environmental protection in Antarctica. The Davis aerodrome project requires long-term funding and political commitment. Failing to proceed with the proposal would weaken our influence in Antarctica: it would allow other states to take advantage of the opportunity for logistical and scientific leadership in East Antarctica. The proposed Davis aerodrome will increase Australia's strategic weight in Antarctica, where we claim 42% of the continent.

Abstract:
Given recent broader tensions in the China–Australia relationship, China’s global ambitions, lack of progress on key Antarctic policy initiatives and the potential for significant geopolitical consequences for the future of Antarctica and for Australia’s strategic interests, it’s important that Australian policymakers reconsider our long-term Antarctic policy settings. The report found no clear evidence that China is violating the Antarctic Treaty. But it argues we should apply a more sharply focused assessment of the costs and benefits of cooperation, given China’s more assertive international posture and increasing interests in Antarctica. The recommendations in the report are designed to maximise the value and mitigate the downside risks of China engagement for our Antarctic and broader national interests. Overall, we should adopt a more transactional approach in our Antarctic engagement with China, making it clear what we require from cooperation and what we expect from China. Given the track record Beijing has in moving rapidly on a broad front, as it’s done in the South China Sea, we need to be prepared to respond to a rapid increase in the speed and scale of China’s actions in Antarctica.

Abstract:
The report examines how Pacific island countries (PICs) and Indian Ocean island states (IO island states) are managing and prioritising their maritime security challenges. These islands, which we call the ‘Indo-Pacific island states’, face an intricate offshore tapestry. In particular, this report suggests that most of the maritime threats and risks facing the Indo-Pacific island states are increasing. That’s in part because of the general lack of effective maritime security identified in this report. The report describes the current geopolitical environment of the Indo-Pacific island states and how we should understand maritime security in the context of island states. It examines the core maritime security concerns of the PICs and IO island states and considers points of commonality and divergence in island state perspectives on maritime security and major-power competition. The report provides key recommendations for Indo-Pacific island states and for countries, such as Australia and its partners, that wish to more effectively engage with the island states on maritime security.

Abstract:
Once again, Trump has broken the mould. The 100-day mark is traditionally used to assess a new administration’s progress in advancing its policy agenda. With Trump, that’s impossible. In foreign policy at least, it’s more appropriate to ask whether at the 100-day mark the Trump administration is any closer to actually having a policy agenda. In no region is this question more pressing than in the Asia Pacific. The Asia Pacific is home to two-thirds of the world’s population, two-thirds of the global economy, and provides two-thirds of all global economic growth. It is the arena for the most serious challenge to America’s international role since it emerged as a global power a century ago. It is also the region that hosts six of the world’s nine nuclear states, and four of those have the fastest growing stockpiles and the most unpredictable nuclear doctrines. Few would dispute that for over 70 years, the United States has both stabilised the Asia Pacific’s fractious strategic affairs and underpinned its rapid economic development. And so the possibility of a radically different American role in the region instituted by the least conventional President in living memory is of vital interest not only to the residents of the region, but to the world as a whole. We asked experts from across the ANU College of Asia and the Pacific to watch and assess the impact of Trump on the Asia Pacific during the first hundred days of his Presidency – and how the region, and Australia should respond. It’s the sort of exercise that the largest and most comprehensive collection of expertise on the Asia Pacific on the planet can do with relish – and with a customary policy eye. The result is a fascinating and varied portrait of how the new administration has affected the world’s most dynamic region, and how the region is likely to react. When viewed together, these essays allow us to reflect on three questions that will be crucial for this region and the world over the next four years and perhaps beyond. What have we learned about Trump and his administration? What do the region’s reactions to Trump tell us about the regional role of the United States in the future? And what do these responses tell us about the Asia Pacific, and its likely trajectory in the near- and mid-term future?
