No relationship in the Western Hemisphere is more critical for the United States than its relationship with Mexico. U.S. security is closely tied to Mexico's ability (and willingness) to strengthen its legal and judicial system, and to Mexico's economic potential. And conversely, an improving American economy will have an outsized impact on Mexico's future development. In Two Nations Indivisible: Mexico, the United States, and the Road Ahead, Shannon K. O'Neil, a senior fellow at the Council on Foreign Relations, provides both a readable recent history of Mexico and a cogent argument for why U.S. policymakers, business leaders and citizens should care about the future of their southern neighbor. In one of her more compelling passages, she imagines what it would be like if Mexico's economy were to take off as Spain's did in the 1980s and 1990s.

Abstract:
Mexico has undergone major changes over the past two decades, as its political system shifted from one dominated by a single official party to a highly competitive democracy, and its economy opened up dramatically to global competition. These changes have produced significant dislocations in Mexican society, including high out-migration and a spiral of drug-trafficking related violence. However, signs are that Mexico has now set the foundations for future success. Average income has grown significantly, violence is plateauing, and out-migration has dropped dramatically. There are potential pitfalls ahead, but the country's future looks far brighter today than it did a decade or two ago. If Mexico continues to grow and deepen its democratic process, these changes will have a profound effect on the United States, its neighbor to the north, as well.

No country in the world affects daily life in the United States more than Mexico. The two countries are deeply intertwined, and what happens on one side of the border necessarily has consequences on the other side. Almost one in ten Americans is of Mexican descent, and a third of all immigrants in the United States today are from Mexico, while well over a half-million Americans live in Mexico. Mexico remains the second destination for U.S. exports after Canada, and millions of American jobs depend on this trade. From south to north the linkages are even greater: over three quarters of Mexico's exports go to the United States and one in ten Mexicans lives in the United States.

Abstract:
On July 5, Mexicans elected the five hundred members of the Chamber of Deputies (the lower house of Congress), six governors, and hundreds of mayors and local legislators throughout the country. At the midpoint of President Felipe Calderón's term, the opposition Institutional Revolutionary Party (PRI) made important gains in the Chamber of Deputies, as well as in gubernatorial and local elections. The election results carry important implications for pending domestic reforms and for the 2012 presidential elections.
