1. Incoherent Agendas: Do European Union migration policies threaten regional integration in West Africa?

Abstract:
European Union (EU) policies towards Africa have in the past years experienced a shift away from forging relations based on trade and development, to cooperation based on and measured by the successes of joint migration management. This shift has been producing often controversial outcomes for the EU, African countries and migrants themselves. Just under four years since the pivotal Valetta Summit on migration, the evidence base of these policies’ poor human rights record is growing, as is the evidence base on their localised adverse economic and societal impact. The impact of EU policies on the regional integration processes in Africa – once a pillar of the EU’s Africa strategy – has, however, not yet been sufficiently documented. But the emerging evidence and policy analysis strongly suggest that the EU policies in West Africa have the power to create incentives and even localised policy outcomes that could in the medium term challenge ECOWAS commitments to freedom of movement, and in that way also likely slow down the processes of regional economic and political integration. Paradoxically, the EU policies aimed at curbing migration may thus also end up slowing down the development processes in West Africa that the EU perceives as one of the key approaches to tackling the root causes of migration.4 It may also lead to a weakening of the existing economic coping mechanisms within these countries, and thereby potentially also to increased migratory pressures. This policy brief, by Ana Uzelac, looks at the emerging patchwork of evidence around the impact of EU migration policies on regional integration in West Africa, with a view to offering initial advice to policy-makers on how to prevent the outcomes that could slow down the economic development of the countries of West Africa, further weaken the EU’s human rights record abroad and undermine the long-term goal of sustainable managing migratory pressures on the continent. Abstract:
Syrian society is more socially, politically and geographically fragmented than ever before. None of the social problems that caused the 2011 protests have been resolved. Nevertheless, during recent months the Syrian regime has been trying to foster the image that Syria is entering a post-war phase in which a unified and stable Syria can flourish under President Bashar al-Assad. The fact that more than half of the country’s pre-war population is living in exile and has no part in this new social contract of sorts is conveniently omitted from the image presented of this ‘new’ Syria. These refugees will likely continue to live in precarious conditions, with few prospects for safe and voluntary return.

This report analyses the challenges of implementing a ´protection in the region´ agenda in Lebanon, a country that hosts the highest number of refugees per capita in the world, and which has been the recipient of one of the largest per capita aid and support packages since 2016. Our main finding is that EU diplomatic efforts and financial commitments to date have made very limited progress in ensuring protection for Syrian refugees in the country or improving their dismal socio-economic position. On the contrary, the main socio-economic indicators for Syrian refugees have remained very poor for the past three years, and the refugees’ continued presence in the country is increasingly questioned by parts of Lebanon’s political establishment.

Our main finding is that EU diplomatic efforts and financial commitments to date have made very limited progress in ensuring protection for Syrian refugees in the country or improving their dismal socio-economic position. On the contrary, the main socio-economic indicators for Syrian refugees have remained very poor for the past three years, and the refugees’ continued presence in the country is increasingly questioned by parts of Lebanon’s political establishment. This report traces the reasons why donor efforts have had such limited success: restrictions created by Lebanese and European political narratives of displacement; the limitations imposed by Lebanon’s clientilistic economy; and the challenges of combining protection in the region with an economic reform agenda. Many donors have opted for predominantly technical approaches, based on cooperation with line ministries and state institutions. In our view, these approaches pay insufficient heed to the complex web of sectarian and personal interests that fuel Lebanese policy-making, with the result that limited progress is achieved for refugees.

In this policy brief authors Samar Batrawi and Ana Uzelac identify four tools the Syrian regime has at its disposal to control the return of refugees and Internally Displaced Persons (IDPs). It is the second in a series that explores practical considerations of potential European involvement in specific areas of reconstruction in Assad-ruled Syria (the first policy brief on urban reconstruction can be found here.) The brief puts these tools in the perspective of the broader conflict dynamics affecting refugees and IDPs and identifies implications for Western European policy. It concludes that rather than resigning to the limited possibilities for structural political engagement in Syria, Western European policymakers should invest in ways to mitigate the material and political dispossession of more than half of Syria’s pre-war population.

Abstract:
The worst humanitarian crisis of this century so far is unfolding daily in Europe's closest neighbourhood. Some 10 million Syrians and Iraqis have been displaced by sectarian conflicts over the past three years, and are living suspended lives in camps or makeshift shelters across the Middle East. It is as if all of Austria or Hungary was forced out of their homes. The fate of displaced Syrians and Iraqis is not only a moral dilemma for Europeans, it is a future security threat in the making. If abandoned and unassisted they risk becoming radicalised in the future, creating a potential recruitment and support base for anti-European extremism. Although the EU, and especially its better-off Member States, have already done a lot to assist the region with the refugee flow, response to the crisis should be expanded further, tailored and diversified. It should also be shouldered equitably by all EU members, in proportion to their size and national income. This crisis is too big and its consequences too far-reaching for any EU member to opt out.
