Abstract:
In the twenty years since the Rwandan genocide, the United Nations has developed an extensive body of policies, principles, and institutions dedicated to preventing mass atrocity crimes. But in recent years the killing of unarmed civilians has become all too prevalent again, from Syria to Iraq and South Sudan to the Central African Republic. So why does atrocity prevention fail? This is the central question addressed in the International Peace Institute’s new report, “Why We Fail: Obstacles to the Effective Prevention of Mass Atrocity.” The report explores the principal obstacles to effective prevention efforts and the strategies needed to improve the UN’s ability to respond. It considers the UN’s opportunities and constraints in different contexts, where the world body has a substantial field presence or limited or no presence on the ground

2. A chronic protection problem: the DPRK and the Responsibility to Protect

Abstract:
Until recently, the human rights situation in the Democratic People's Republic of Korea (DPRK) had elicited relatively little attention from institutions, activists and analysts concerned with the implementation of the Responsibility to Protect (R2P) and protection of populations from genocide, war crimes, ethnic cleansing and crimes against humanity. However, on 18 November 2014, the Third Committee of the United Nations General Assembly passed a resolution that referred to R2P and called on the UN Security Council to refer the situation in the DPRK to the International Criminal Court (ICC) and adopt targeted sanctions. Although it remains to be seen whether the Security Council will take up this challenge, ten of the Council's 15 members indicated privately their support for the initiative.

3. Broadening the Base of United Nations Troop-and Police-Contributing Countries

Abstract:
Today, United Nations (UN) peacekeeping stands at another crossroads. With consistently high demands for peacekeepers and an expanding range of mandated tasks, the UN faces the challenge of finding more, and better, peacekeepers. This comes at a time when financial austerity measures are being imposed across much of the world and in a political context where the UN must compete with other international organizations to recruit peacekeepers from what is a relatively limited global pool of relevant capabilities. To meet the challenge, the UN's New Horizon initiative and the General Assembly's Special Committee on Peacekeeping Operations (C-34) have called for an “expanding of the pool of available capabilities.” The Providing for Peacekeeping Project was established by the International Peace Institute to inform and assist this endeavor.

4. Libya and the Responsibility to Protect: The Exception and the Norm

The Responsibility to Protect (RtoP) played an important role in shaping the world's response to actual and threatened atrocities in Libya. Not least, the adoption of Resolution 1973 by the UN Security Council on May 17, 2011, approving a no-fly zone over Libya and calling for “all necessary measures” to protect civilians, reflected a change in the Council's attitude toward the use of force for human protection purposes; and the role played by the UN's new Joint Office on the Prevention of Genocide and the Responsibility to Protect points toward the potential for this new capacity to identify threats of mass atrocities and to focus the UN's attention on preventing them. Given the reluctance of both the Security Council and the wider UN membership even to discuss RtoP in the years immediately following the 2005 World Summit—the High-level Plenary Meeting of the 60th Session of the General Assembly that gave birth to RtoP—these two facts suggest that significant progress has been made thanks to the astute stewardship of UN Secretary-General Ban Ki-moon, who is personally committed to the principle. Where it was once a term of art employed by a handful of likeminded countries, activists, and scholars, but regarded with suspicion by much of the rest of the world, RtoP has become a commonly accepted frame of reference for preventing and responding to mass atrocities.

5. The Responsibility to Protect—Five Years On

The Responsibility to Protect (RtoP) has become a prominent feature in international debates about preventing genocide and mass atrocities and about protecting potential victims. Adopted unanimously by heads of state and government at the 2005 UN World Summit and reaffirmed twice since by the UN Security Council, the principle of RtoP rests on three equally weighted and nonsequential pillars: (1) the primary responsibility of states to protect their own populations from the four crimes of genocide, war crimes, ethnic cleansing, and crimes against humanity, as well as from their incitement; (2) the international community's responsibility to assist a state to fulfill its RtoP; and (3) the international community's responsibility to take timely and decisive action, in accordance with the UN Charter, in cases where the state has manifestly failed to protect its population from one or more of the four crimes. The principle differed from the older concept of humanitarian intervention by placing emphasis on the primary responsibility of the state to protect its own population, introducing the novel idea that the international community should assist states in this endeavor, and situating armed intervention within a broader continuum of measures that the international community might take to respond to genocide and mass atrocities. As agreed to by states, the principle also differed from the proposals brought forward by the International Commission on Intervention and State Sovereignty by (among other things) emphasizing international assistance to states (pillar two), downplaying the role of armed intervention, and rejecting criteria to guide decision-making on the use of force and the prospect of intervention not authorized by the UN Security Council. Five years on from its adoption, RtoP boasts a Global Centre and a network of regional affiliates dedicated to advocacy and research, an international coalition of nongovernmental organizations (NGOs), a journal and book series, and a research fund sponsored by the Australian government. More important, RtoP has made its way onto the international diplomatic agenda. In 2008, UN Secretary-General Ban Ki-moon challenged the UN membership to translate its 2005 commitment from ''words to deeds.'' This challenge was taken up by the General Assembly in 2009, when it agreed to give further consideration to the secretary-general's proposals. RtoP has also become part of the diplomatic language of humanitarian emergencies, used by governments, international organizations, NGOs, and independent commissions to justify behavior, cajole compliance, and demand international action.
