Abstract:
This report argues that the urban context presents a microcosm wherein one might observe debates and developments on security sector governance (SSG) and security sector reform (SSR) that also take place at the national level – with relevant challenges and opportunities, applied practices and lessons learned from past or ongoing attempts to provide security for both people and the state. Moreover, the report aims to show that urban security sector dynamics differ depending on whether the city is situated in a developed, developing, fragile and conflict-affected, or post-conflict context. In light of growing interest and investment in urban safety and security, exemplified by the provisions of Sustainable Development Goal (SDG) 11 -Sustainable Cities and Communities, increasing our understanding of the urban security sector has never been more timely.

Abstract:
This report aims at investigating and substantiating the assumed relationship between security sector reform (SSR) activities and their impact on development prospects in order to reconcile the apparent impasse between development and SSR practitioners. Understanding the linkages between SSR and development allows researchers to generalise and produce comparable data necessary to assess and improve the suitability of SSR in helping societies achieve their development and peacebuilding objectives.

Abstract:
This report is informed by the two-day roundtable-style workshop entitled "The Security Sector and Global Health Crises: Lessons from the 2014 Ebola Epidemic in West Africa" in Freetown, Sierra Leone. The workshop's main discussions, outcomes and recommendations are expected to facilitate better preparedness to mitigate future epidemics through collaborative and coordinated efforts between health and security sector communities, and directed at local, national and regional actors as well as the international donor community engaged in West Africa.

The end of the Cold War more than two decades ago created new international realities, along with hopes and expectations for greater peace and stability worldwide. Part of that peace dividend was expected to be the result of a decrease in defense spending, with direct consequences for the size and functions of nations' armed forces. As a result, in parts of the world that benefited from increased security, the changing security challenges and interpretations of what should be considered suitable tasks and roles of armed forces have led to "profound . shifts in their core roles . (which are) . increasingly challenging long-held assumptions about what armed forces are for and how they should be structured and organized"

Every day, small arms and light weapons (salw) kill, maim, wound and threaten millions of adults and children. The victims are combatants and civilians in war zones or communities in degraded “peacetime” environments characterized by large-scale criminal or political violence, and can also be found in “societies at peace” where SALW may be used in cases of domestic violence or shooting sprees. Due to their widespread availability, mobility and ease of use, prolific SALW play a significant role in maintaining social dislocation, destabilization, insecurity and crime in the build-up to war, in wartime and in the aftermath of violent conflict. Small arms are misused within domestic settings as well as in public spaces, and they affect everyone in the community regardless of sex or age.

Abstract:
The UN does not act alone in conflict prevention. It is important for the UN to identify other actors with comparative advantages in certain aspects of conflict prevention, and to partner wisely with them. These may include regional and subregional organizations as well as local actors such as states or civil society organizations. Increased coordination between the UN and regional, subregional and civil society organizations might enable better linkages between national, regional and international conflict prevention efforts and improve planning at the field and headquarters level. Regional and subregional organizations offer important opportunities for partnering for the UN, but are quite varied in terms of resources, the political will that they can mobilize, and institutional capacity. Development of institutional capacity within nations to manage conflict peacefully can be assisted and encouraged by regional organizations and others. The Organization for Security and Cooperation in Europe's High Commissioner on National Minorities may be one example; the work of Organization of African States in democratization and human rights is also instructive. UN and World Bank development activities are increasingly being viewed through a conflict-prevention lens; their evaluations may help in not only identifying early warning signs, but also in developing strategies that mitigate the potential for violent conflict. Such analyses and approaches could be usefully adapted by regional and subregional organizations. The UN Staff College training course in early warning and preventive measures has sought to develop analytic skills in staff such that early warning can be translated into specific policy guidance. Such training will be available to some regional organization staff; the courses might usefully be adapted by such organizations for their own use.

This piece constitutes a report of the workshop “From Rhetoric to Policy: Towards Workable Conflict Prevention at the Regional and Global Level” held at INSTRAW, Santo Domingo, Dominican Republic from December 14-16, 1998. Jointly organised by the United Nations University and the Norman Paterson School of International Affairs, Carleton University, the workshop drew participants from the UN system, the academic community and practitioners in the field. The workshop, which represents the second stage of a general project aimed at 'Translating Rhetoric into Policy,' focussed on examining training needs for conflict prevention through the involvement of local actors.
